Be it resolved ly the Senate and
House of Representatives of the (Jom
momccallh of Fennel van ia- in General
Asstmhly met, That the following amend
ments be proposed to the Constitution of
the Commonwealth, in accordance with
the provisions of the tenth article tlfereof :
There shall be an additional section to .
the third article of the Constitution iojie
designated as section four, as follows :
" Section 4. Whenever any of the
qualified electors of this Commonwealth
shall be in any actual military service,
under a requisition from the President of
the Uhited States, or by the auEirority of
tin's Commonwealth, such electors may
exercise the right of suffrage in all elec
tions by the citizens, under such regula
tions as arc, or shall be, p?ss-2ribed by
law, as fully as if they were- p?sent at
their usual place of election."
Sixtiox 2. There shall by Ja-o addi
tional sections to the dcys7?th- swtiele of
the Constitution, to be designated as sec
tions eight, and nine, as fol!ov.'s :

by the Legislature, containing more than

by the Legislature granting any powers,
