In all other forms of indebtedness, the faith or ability of private parties or slock companies or sepa rate communities only is pledged for pay ment, while for the debts of the Uuitcd Stales the whole property of the country is holden to secure the paymcut of both princi pal and interest in coin. These Bonds may be subscribed for in sums form 50 up to any magnitude, on the same terms and are thus made equally avail able to the smallest lender and the largecl capitalist. They can be converted into mo ney at any moment, and the holder will have the benefit of the interest. It may be useful to state in this connec tion that the total Funded Debt of the Uni ted States on which interest is payable in o!d, on the 3d day uf March, 1864, was $763,965,000. The interest on this debt for ihe coming fiscal year will be 45,937,120, while the custoraes revenue in .gold for the current fiscal year, ending June 30th, 1664, has been so far at the rate of over 100,- 000,000 per annum. It will he seen that even the present gold revenues of the Government are largely in xcessof the Treasury for the payment of old interest, while the recent increase o the tariff will doubtless raise the annual re ceipts from customs on the same amount of niporlations. to $150,000,000 per annum. Many cases of ir regularity, Leucorrhcca, Internal Ulceration, and local debility, arising from the scrofulous diathesis, have yielded to it, and there are few that do not, when its effect is properly aided by local treatment.1' A lady, unwilling to allow the publication cf her name, writes: "My daughter and myself have been cured of a very debilitating Leucorrhcca of long standing, by two bottles of your Sarsaparilla." Be it resolved hy the Senate and House of Representatives of the Com monwealth of Pennsylvania in General Assembly met, That the following amend ments bo proposed to the Constitution of the Commonwealth, in accordance with the provisions of the tenth article thereof :: There shall be an additional section to the third article of the Constitution, to ber designated as section four, as follows : " Section 4. Whenever any of the qualified electors of this Commonwealth shall be in any actual military service', under a requisition from the President of the United States, or by the authority of this Commonwealth, such electors may exercise the right of suffrage in all elec tions by the citizens, under such regula tions as arc, or shall be, prescribed by law, as fully as if they were present at their usual place of election." Section 2. There shall be two addi tional sections to the eleventh article of the Constitution, to be designated 4as sec tions eighty and nine, as follows : " Section S. No bill shall be passed by the Legislature, containing more than one subject, which shall be clearly ex--pressed in the title, except appropriation bills." " Section 9.
