giving to the Govcrnmentan unqualified sup-
port m its ellorts to suppress the rebellion
now threatening our National existence, has
long been felt by the friends of the Union.
-In no other county in the Commonwealth
has the Peace movement, inaugurated by
Fernando Wood and his party, so many
friends and supporters. In no county is the
Govornment so openly assailed, its policy so
misrepresented, and the laws so openlv de
fied. While there arc some members of the
Democratic partv in this locality, who have
openly and manfully stood up for, and aided
mi; uuvuiiiiuuiii, uiu ijit.-u,L mats ui uiat par
ty, and its Milford organ, have been open in at 2 o'clock in
their denunciation of the war, and m dis-
couroging our soldiers in the field
publ
ues involved in the war.
The Eagle will give the Government a

Be it resolved hy the Senate and
House of Representatives of the Com
monwealth of Pennsylvania in General
Assembly met, That the following amend
ments be proposed to the Constitution of
the Commonwealth, m accoruance with
the provisions of the tenth article thereof :
There shall be an additional section to
the third article of the Constitution, to bo
designated as section four, as follows :
u Section 4-. Whenever any of the
qualified electors of this Commonwealth
shall be in any actual military service,
under a requisition from the President of
the Uhited States, or by the authority of
this Commonwealth, such electors may
exercise the right of suffrage in ail elec
tions by the citizens, under such regula
tions as arc, or shall be, prescribed by
law, as fully as if they were present at
.their usual place of election."
Section 2. There shall be two addi
tional sections to the eleventh article of
the Constitution, to be designated as sec
tions eight, and nine, as follows :
" Section 8. No bill shall be passed
by the Legislature, containing more than
one subject, which shall be clearly ex
pressed in the title, except appropriation
bills."
" Section 9. No biil shall be passed
by the Legislature grautini: anv powers,
or privileges, in any ease, where the au
thority to grant such-powers, or privileg
es, has been, or may hereafter be, con
ferred upon the courts of this Common-
weaitn.
