THE BANK BILL. SUPPLEMENT to an act for the equal ization of tho currency of the State, ap proved the seventeenth day of April, Anno Domini one thousand eight hun dred and sixty one. Sec. 1 . Be it enacted by tttc Senate and House of Representatives of the Common- wcoUSl of Pennsylvania , in trcncrat As sembly met, and it is hereby enacted by the autliority of the same, Thut the banks of the Commonwealth arc hereby required, until the second lueaday ot iebruar? next ensuing, to rcceivo at par, in pay ment of all debts due or to become due to them respectively, the notes of all tho eolvent banks oi the State which paid Bpccie for tbeir liabilities on and immedi- fttoly prior to the nineteenth day of No vernier last, and vrhieh shall continue solvent; and tho snid banks are also here by authorized to pay out, in all tbeir bus iness transactions and discounts, tho said notes so long as the. bonks iesuiog the same shall remain solvent; but in case any president and a majority of the board of directors of any of the said banks should certify to tho Governor, under oath or blliraiation of the president, that they have just reason to believe that any bank inclu- d in said category is in an un eound or unsafe condition, the Governor shall Rppoint a commission to investigate tho f"euo, as providod in tho third .soction of tho aot of October thirteenth, one thou sand eight hundred and fifty-seven enti tled "an Aot providing for the resumption of specie payment" by the banks, and the relief of debtors," and no bank shall be required to receive the notca of any bank thus discredited until reported sound and eolvent by such commission. Sec. 2. That the several collectors of taxa-, tolls, aui other moneys of the Com monwealth, and also county treasurers, are hereby authorized to rect-ivo for State purposes the uotea of tho solvent banks of this Commonwealth, though not specie paying bank, in paytscnt of the said tax cs, tolls, end revenues; and the State Treasurer is hereby authorized to receipt for the same, in tho same manner as though said bsnks wcro hpecio paying. Sec. tt. That. on Jailure of any bank in this Commonwealth to comply with the provisions of this Act, scch fact being satisfactorily made known to the Gover nor its charter shall thereby be forfeited, and he shall so declare such forfeiture by proclamation; .and the directors thereof shall forthwith make and execute au as signment in the manner provided by the Act entitled "An Act regulating banks " approved the sixteenth day of April, An no Domini one thousand eight hundred and fifty Sec. 4. That any bank or incorpora tion which has within one year suspen ded specie paym'enls, or refusod to re deem its notes as provided by tho laws of this Commonwealth, the forfeitures, pen alties, or liabilities arising therefrom not .having been heretofore remitted or sus pended by Act of Assembly, shall bo deemed thereby to have forfeited its char ter; and upon such fact being satisfactor ily made known to the Governor, he shall declare sach forfeiture by proclamation, and assignment r-hall be made by the di rectors of such bank, as hereinbefore pro viders? Sec." o.&Tbat stated or special meet ing of the directors of bauka shall be held at such limes, and under such rules and regulations for the transaction of business as the directors may adopt, and in the case of the Mckncss or absence of the President his place may bo supplied by a President, -pro tempore, to be ap pointed by the directors from among their number; and so much of any act or acts of assembly inconsistent with the election of said President pro tempore, be and the same is hereby repealed. Sec. 6. That the several banks of this Commonwealth shall be required to re deem in specie or its equivalent, so much of tbeir circulation as may be in the hands of the State Treasurer and may be necessary to pay the August interest. Sec. 7. That the president, cashier or other oEcers of any bank in tbia Com monwealth shall take au oath or affirma tion, to be administered by some ofiiccr authorized by law to administer oaths or affirmations', that they will not knowingly or intentionally violate any of tho provi fions of tho act to which tim is a sup plement or tbe provisions of the act rega lating bocks, passed April 10, 1850, and ite sappietueote, and that the fifteenth and rixtoonth EectiouH of the act regulating binka, approved April 10th, one thousand eight hundred end fifty, any other acts of assembly conflicting herewith, be, and the Bamo arc hereby repealed; Provided, That no cashier .shall engage in any other pro fession or oalli, directly, than that ap pertaining to the oSce of cashier. The .amount of Gold and Silver in the New York Banks, is more than triple the average antecedent to the crisis of 1SH7. The largo amounts now boing distributed for government purposes find their" way back in less than a fortnight. Even du ring the past week SI, 000, 000 have been added to the Eum named in the last state ment. This Eteady maintenance of a spe cie resorvo of near 40,000,000, altbo' in ordinary limes perhaps indicative of stag nation in trade, is now a sure relianeo for the worst emergencies that may occur. A singular superstition prevails among the common people in Austria and Swit zerland in regard to tho Free Masons. They believe that the portraits of all tho members are hung in the lodge-room; and that when a member betrays the secret of the order, a pistol is fired at his portrait, causing his instant death wherever be Bay chance to be at the moment. lTbe Phoenix Iron Works, at Phoo nixville, are busily engaged in marking a number of wrought iron guns, six and twelve pounders, for Philadelphia.
