Our Washington correspondent, in one of his late letters, poke of Senator Hia LERS lart achievement in the debate a hout garden seeds, and also of Senator Hale's remark.-, which arc as follows. The tceue took place ou Friday, the 23tb uit. -Mr. Hale. a debate in the fluence the action of members here, but it i made to enlighten the country. I con- fess, however, that this debate has en lightened my mind. I was at first iu dined to go against this appropriation, but the considerations which have breu urged with so much force by the Scuator from Pennsylvania, 1 confess, have awa kened my convictions iu that direction, aud have almost induced me to go for it. If the appeal which he so powerfully ami pathetically made to the honorable Senator from Georgia has not moved him, lie mu-t be impervious to eloquence and to pathos. 1 think that the case, which the Sena froin Pennsylvania has presented, is em inently ju-t. I agree entirely with what lie s'ays, when he declares that in his goutm; here he has not been lookiuir to popularit3'. I think that the whole North. PeunS) lvania no less than any other part of the Union, will endorse his veracity, if uothing else, when he declare that he has not been seeking popularity; and when he appeals to the Senator from Georgia, aud tells him what a hard road the Northern Democrats have bad to travel, how much they hare had to sac rificc and to face; and then asks if, in re turn for all this, he cannot let him have lew onion and garlic seeds, Laughter, I confess, if the Senator from Georgia wa not moved, I was. Laughter, I think it is reasonable, aud more than reasonable, even if he had asked for a lit tie of the vegetable full growu. But when he says, ''Look at the North and tre on every i l, and hear by every mail proof that we have not pandered to pop ulnrhj; see what wc have suffered in your behalf; wheu you nee all thatf and tee that wc arc uot exorbitant, we do not ask any offices; take your foreign missions, nnd distribute them where they appropri ately belong; take the Federal Treasury, nnd use it; but when we go home to an outraged constituency, will you be bo il liberal as not to let us carry a few onion feeds, a little garlic, and uow aud then a cabbage, laughter, so that our constitu ency may be iucliued to wink a little at the course we have taken on this great question, upon which we have sacrificed no much for you?'' I confess that even if I had such strict rules as the Senator from Georgia entertains upon the Con stitution, when such an appeal as that came from such a source as the "right bower" of the Administration, not aeking to take the "ace," or anything else, but fcimply a little ouion seed a vegetable that, under peculiar states of application, is calculated to produce tears laughter cannot you let us go home and cry with our constituents over what wc have done! I do uot want to be personal, but I appeal to to the honorable Senator from Georgia, and I ask him I can ask him, for we have always been on friend ly relation Mr. Bigler. Allow me. I have no i doa at all that the Senator intends to be: personal. Mr. Hale. Oh no. Mr. Bigler. But he uses terms which I do not understadd; talking about the "ribt bower," and all that sort of thing. Laughter. Mr. Hale. Well sir, I do not under derstand them; but I thought the Senator did, becauso the Senator from Georgia spoke of it, and be seemed to understand it then. Laughter, I do not understand tbcui; but I suppose it is jjarliamentary,: STATS CONVENTION.
