held, th which all were admitted. At eight

Hon. J. W. dittos, of Philadelphia, wns then
introduced, and proceeded to deliver an ad
dress upon the object and character of-the
Order. He dwell upon the relations existing

that the organization which he represented ,
composed among Its membership both classes.
It was for the elevation of the mechanicie-:
the useful men of society—and the three:rent
ptincioles of Industry. Intelligence and Integ
rity were al a s kept In view. The Order
sCnt, not partisan or political In its character.
except so far an it brought an Influence to
, bear in pfilitical circles upon any questionla
, relation to the amelioration of the condition

The mechanic now occupied a position less
Independent then forty years ago. It woe be-

the mcendaucy. The Order did not contem
plate anything which would interfere with
the rights of the employer, or the man of
money. It was stagily an honest endeavor t o
concentrute the powers of the workitimnen

rights and mechanics had right.. Both of

should prohibit capitalists here from making
contracts. and then bringing them into the
county. If their expenses were not paid In
this way. they never would come. A China
man would not leave his home unless great

not assume such a threatening aspect as it

organization might be by bringing an Influ
ence to bear upon such 'questions, clearly

ing a written Instrument, entered a plea of
guilty. The sentence of the Court on the neat
charge was that the defendant pay thecost of
proseeution and undergo an imprisomdent In
the W.estern Penitentiary for a teem of three
years. On the second charge he tvas sentenced
to one year imprisonment In the Penitentiary
the same to begin and take effect after the ex
piration of the former sentence.

They have acted on three hundred and six
ty-three bills, one hundred and three of which
they have ignored. • We would respectfully
call the attention of the Court to the great
number of trivial cases returned. and to the
.almost endless list of cases of larceny - hp
'bailee and false pretenses, which have, on In
vestigation by the Grand Jury, proved to be
Id:thing else than a new way to collect bad
debts.
The business of the Grand Jury In much
Impeded br the tontiness and in many cases
the non-attendance of witnesses, which we
respectfully suggest might he remedied by the
holding of witnesses for the Commonwealth
in their own reeognigance to appear before
the Grand Jury. and note their residence.
Much of the time of the present Grand Jury
has been wasted by the want of promptness
of constables In making their returns. and
you are wore that under Instructions from
the Coort we were compelled to send fur
quite a number of them.

place, last week on the Middle Fork river,
