farm, including all ordinary expenses
and repairs, and all salaries, was
814,142 annual average coat or each
inmate, $82 : 71; weekly average coat of

money cost, without adding anything for
the market value of the productions of
the farm. Number of inmates January

Thu average number of iosane kept at
the Western Pennsylvania Hospital at
Dlxtnont, for the year, has been thirty
one, besides an average of nineteen com
mitted by the Court of Quarter Sessions,
charged by the Hospital to the County
CommLiatoners. They pay the account
and then collect from the County Home.
The total amount paid during the year
was te,3113 50. The Directors report that
they have reoelved $474 OS toward the
coat of two Insane patients, partof winch
was due previous to 1869. The report
says: ..It will be noticed , that the sum
paid for the maintenance of our insane
is very large. The prospect is, that
the year 1870 will wet more, as this tern
ble malady seems to be largely on the
increase. And as we keep all our Insane
at the Western Pennsylvania Hospital,
'they of course cast much more than they
would If kept at the Home. But we
hove no facilities to make them comfor
table or do them good there. , A few of
our insane patients will .be turned over
to the cities of Allegheny and 'Pitts.

COUNCIL, BUSINESS.
Tne Market. Coma tree
Of.-City Councils -held a meeting lest
night at their chamber In City Hall.
There Were present Maces. Chairman
McE t wen, BOoth, Caskey, Jahn, Littoll,
McCoy and Wainwright. Toe minutes
of the preceding meeting were read and
approved. A- petition was received from
several colored citizens requesting the
free use of City Hall on the Jubilee occa
sion. Received, and a nominal rent fixed
for the occasion to cover full expenses
for use of building. A remonstrance
was read, signed by a numberof butchers,
against the advance of rents for the stalls
in the Diamond market. The paper was
received, but no action adverse to Council
proceedings was takerf. -- - A similar
remonstrance from the fish dealers was
read and received withont action. The
chairman presented a draft of the leases
to be given the butchers in the city
markets, which wasadopted. A petition
asking for a market house on Centre
avenue was read and action postponed.

new market house for the accommodation
of the citizens of the 12th,13th, 15th, 16th,
17th • and 18th wards was presented by.
Mr. Wainwright. On motion a subcom
mittee, consisting of Messrs. Wain

We may here remark that the Market
Committee was never better constituted
fur work, and all the members are deeply
interested in the matters over which they
have charge. Tho rnembere have nearly
all had large experience in the conduct
of this branch of city affairs, and with
the aid of Mr. MeEwoo, who has long
and faithfully acted as Chalrmatiof the
Committee, things go smoothly and as
merry ass marriage bell.

Daring the past two or three weeks an
exciting contest has been carried on at
the grand Charity Fair pow In progress
in the basement of St. Paul's Cathedral,
for a beautiful, solid gold-headed cane,
put up for the moat popular and most
charitable young man of the dlr.
Many contestants early entered Into the
light ana a large vote was polled for each
of them, and several felt! wept
dent that victory was aeon to perch
upon their banners. A bolt of
terror however was launched among
them when the name of Joseph Liebler,
Nos. 104 and 106 Wood street. the great
and popular representative of the trunk
business, was run up oh the bulletin as a
caudidate.for the honor. Against him
Individual exertion was futile, and com
binations were hardly of gee, for no
young man in the cl:y was better known
or more generally esteemed and spprc_
elate& But the fight went on. • The
voting -was heavy and large, and daily
the excitement attending the issue
was more intense. Friends were rallied
by the opposing candidates' from all sec,
liana and the solid votes of rivals were
deposited in vain against the prank men,
for on each evening he developed a large
majority la hie favor. Last night the
contest was brougnt to a close and there
were hundreds present anxiously
awaiting the result. The- voting was
done quietly and at times some of the
more sangUllie rivals felt.that Liebler
was left in the rear. Not en. When
the Judges retired to count up the tally..
it was discovered that the trunk king
had walked over the course and came
out victorious with a victory closely
approximating 'Lateen hundred ma.
