The Board of Managers of the Rouse of Refuge of Western Penneylvaule, re spectfully submit to tho contributors, and for the, Information of the Legislature .tbetr Sixteenth annual report. From the tabular and atatletical report of the Superintendent, herewith sub mitted, you will find the necessary infor mation on all subjects connected with the history, the training and discipline of the Inmates% their intellectual condl. lion. and their progress in the schools. . The health of the institution has been unusually good, as will 'be seen by the report of the physician. But one death has occurred during the -year. The in mates of the Refuge have been much i t more free from disease than th canine nity at large; this Is in agr degree owing to the excellent aanitar measures which aro so cheerfully carried out to their various details by the officers of the Institution. It would be difficult to ,• find anywhere children so carefully guarded In sickness and In health as the children of the Western Romeo( Refuge. The Refuge la a place of reform and not of punishment, • home and not a prison. A sojourn within its walls leaves no stigma of conviction, no stain of in. famy, no - record of guilt, and the act which commits a child to its guardian care reconciles stern necessity with the moat benevolent impulses of the heart. To realize these facts and to adopt our discipline and instruction so as to meet the wata - Ind accomplish the reform of those committed to our care, have been the objects of our most anxious desire and earnest effects. The permanent reformation of many of three who have enjoyed the benefits of the institution and the frequent visits of former in matee who have become useful and re timetable members of the community, the letters of approval which are con stantly being received frdm masters and friends, of the EGCOOISI3 of those who have _been indentured, are an evidences of success which more than realize our ex pectations, &odds full of encouragement for the future. Hamm - for the reformed Lave been carefully selected by bthe Indenturing . Committee with the aid and ssalistance of their agent and Secretary, ardt we are happy to mate, that with few exceptions, those discharged during the year are all doing well, and, we have reason to hope, will beoome good and useful members of society. Through the exertions of the Commit ted on Industry the children have been usefully and profitably employed during the year. While the female inmates have sufficient occupation in the domestic ditties of the Rouse, and in the manufac ture of the clothieg for the institution: It is difficult, at all tines, to find suits ble employments for the boys. It gives , us pleasure to state that light and petit able occupations have now been secured for all who are able to labor. The Board hes confined Its expendi tures during the pant year to those im primemente which the comfort of the Inmates absolutely required. Two new battens were found indispensable for the Proper hooting of the t undingn. The destructive lire which occurred early in the spring, and which deprived us of our • extensive workshops, rendered it nem aary to provide additional accommeda 'lions for the male Inmates. An appro. prlstlon from the Legislature will be required to enable the Board to meet the expenses thete incurred. The various committees of the Board have faithfully discharged the duties devolving 'upon them. The affairs of the institution have been ecoomolcally man aged and its financial interests' carefully watched over. The Superintendent, Matron and efli• ' cera in the employment of the Indite Lion have faithfully labored .for the wel fare of the souls and• bodies of those committed to their charge, and they have the aympathy and entire confidence of the Board of Managers. In retiring with my colleagoes from °Moe, I would take this opportunity of personally tendering my acknowledg ments to the members of the Board for their uniform courtesy and forbearance and the assistance which'they have af forded me In the discharge of my official duties; and also In expression of my firm faith in this Institution sac noble charity, s wire economy, and a cheap defence of public peke, of prosperity and of life. • By order of the Board of Managers, . ADEINISTELTOWS Ski E. —.— Positively Final Clearance Male of Dry Goods at J. -W. Barker At Co.te— 5200,000 Worth of Goods Must be hold. We have seen letters from the admin. idratora 'of the estate of the late J. W. Barker, Esq., ordering the Immediate sale of the whole stock of dry goods of J. W. Barker & C 0.," 59 Market street In these letters It is stated that the ad ministrators have positively determined to wind up the business . in this city, and tho partners here are ordered, peremp• tority, to sell every article in the estab• lishment without any regard to the sac' Mikes that may be made In so doing. The amount of goods now on hand is valued at Pro hundred thousand debars. And as it is the determination to closeout thielm• mense stuck In thirty days, a great sac rifice must be made m order to accom plish the purpose. Buk If low prices, new, fresh and seasonable goods, are any inducement It will be done. Everything will be sold. In order to give the salesmen an op portunity to mark down all the goods. In the establishment, the store was closed yesterday, and will remain closed-to day. Tomorrow morning the grand and Anal clearance sale will commence, arid be continued daily until all is close. ont: The reason the administrators have re- waived upon this worse Is, that It Is Im possible for them, as they are largely en gaged lu mercantile paraude themselves, to attend to the immense business of the house In this city, and especially as they live In the east, where they hod enough to do In attending to the large amount of real and personal property which. the lets Mr. Barker possessed. Knowing certainly, as we do, that the announcement of the final clearance sale is not one of the "drives" or "dodges' which are sometimes resorted to In trade, we have no hteitation whatever In say ing that this is One of the grandest op. portueltles ever offered in this city for purchasing dry goods at a decided bar gain. The partners here only announce it under the imperative orders of the ad noinlsteators, whe wish to be relieved of the additional burden which attention to the Pittsburgh business imposes upon them. . We need not tell onr readers what goods Moping. J. W. Barker do-Co. have mr sale. Honeekeeping goods are to be found on their shelves in every variety. Tn. ir eta:lk of silks, velveteens. cereal. astrachan., plaids and poplin," is .unerbly tine, and at almost incredibly tow prima. The men's and boye' department:la well stocked with the moat semsonable good■ from the very best manufaituring 'stab- Iltsbments. We alißoet feel like urging eneh-of our readers as eland in need of any articles 'o be found in the wareroonts of Darker A C0..t0 attend the final dearance aak which will coma', ns) on Wednesday morning, as such a splendid opportunity far securing Malvern) may not soon present Itself again. And even those who are not in immediate need of any of the articles about to be offered for male, may find it to their advantage to purchase) now ' as it is extremely doubt ful whether they may be able to procure them at each a low price for a long time to come. They might save the Interest f their money twice told by purchasing now. The Administrators announce that ea they must wind up the businese, goods can he sold only for cash ltemeintier the call -COM WOIICOII on Wedneeday morning at 69 Market street. . I==== OrEPa Home.--lintil very recently the amusement going public have felt the want of Germancomedy. The Irish, the Yankee, and other characters of marked excentrieltles have all been "done," and some of them "over done,. by scores of ••artists,^ but the excentric German, in low comedy, hate been en tirely neglected, except in concert as. loons and second class planes of amuse ment. This deficiency has at hat been it - applied In the person of Mr. Joseph K. Emmet, who commenced an engagement at the - Opera Honk, last evening, on which occasion "Fritz; our German Cousin" was presented with Mr. Emmet in the title role. Independent of the comlcalltlee of Mr. Emmet, which are highly amusing, the piece has an inter. I exiting plot, In which there are many good things. The piece will be repeated this evening„ and we would advise all who enjoy fun to go to the Opera House. CLotorn.—The many friends- of Mr. Harry Williams, and numerous patrons of the Pittsburgh Theatre, so liberally and satisfactorily managed . by blm, will regret to learn that the 'establishment has closed, for the present at least. Mr. Williams announced the fact to his pa. trona Saturday night at the close of the entertainment. Whether he has closed the establishment permanently or only suspended for a short time wo are not in. formed, but, hope it may be the latter, as few managers In the variety business gave such entertainments as he did.
