The Convention of the Loyal, but Dis franchised, colored' men -reamed its sessions in the Avery Mission Church; Allegheny. yesterday morning. The question of finance was first dis cussed, and alter several motions had been made and voted down, one instruct ing the Chairman of the Finance Com mittee to assume the Indebtedness of the Convention, prevailed. A number of resolutions in relation to public lauds and wealth were received and referred to the appropriate Coln uilttees. Rev. /Mr. Schindler editor of the Bad was introduced to the Convention. Mr. (3. S. Woodson presented the re. port of the Committee on Wealth, which was being dismissed when a comas was had for dinner. AFTERNOON' MEMNON. Reassembled at two o'clock. INTERFTING STATISTICS. Mr. Win. Nesbitt, from the. Committee on Statistics, presented the report of that Committee, showing the colored papule. tion of the State at the last census to be 66,699, which In oroportion to the white, Is about as one to IRV. From the in crease by southern emigration, It is ex pected that the nazi censuswill show a population of over 70,000. One In every being a voter, this will give between KEW and 15,000 votes. In relation to other conditions of the people in thrift, Intelligence, dn., to., no criticism is feared. Educational advan tages have been denied the colored neo. pie to a very great extent, and but few schools of any kind were open to them, and geo orally incompetent teachers were employed. Another impediment In the way has been that they have been com pelled to pursue the humbler avocations of life, the doors to others having been shot against them, which hes been a great drawback in the acquisition of wealth. But with these disadvantages, the relative wealth of the' two races does not In any manner tend to the dis paragement of the colored people. One hopeful sign of the times Is the growing desire of the people tor hems& Already a number have acquired a MOW home: stead and a competence, which are but examples of the spirit which is increasing and gaining power over toe minds of the colored people. Then, with higher FORpOrtalbilitleSCOMOlL the feeling of self reliance, which is one of the greatest elements of success. As to morals, the statlatie3 show that for the last ten year crime has steadily do creased, but there le still room fur im provement. In politics everything le due the Republican :party, and MOW voters, when granted .., , thelr rights, will help swell the ranks of the great party of progress. The report was received and adopted. The drat resolution was discussed at great length, in practical and able ad dresses. by Messrs. Hunter, Garnett, Neale. Woodson. The report conclude as follows: conclusion, we desire that nothing we have stated will have the effect of diminishing In the eyes of the people, the importance of sound, thorough and common sense, education for our daughters. The lot, which was twenty live feet wide and one hundred deep, hod never' been graded down to a level with the street, and It was necessary before pla cing the building upon It that the gra ding should be done. As it was de signed to make the building twenty-five by My feet, that much of the lot only wakgraded, and a cellar excavated, after which the building was erected. The grading, it appears, left a high embankment In the rear of the building, which wee continually falling. down against the walls, injuring them- to a considerable extent. The matter was brought tb the notice of the Committee on City Property, and a sub committee was appointed to see to having the remainder of the lot graded; That subcommittee, It appears, authorized ono of its number to take charge of the matter, and he employed a men to do the grading.' agreeing to pay him $1.12 a yard there , for. The work was done, and instead of havingthe City Engineer measure and make a calculation 'of the work done, a young man .not connected with it's City Engineer's office was em. ployed to measure it and make the calculation. Upon his measurement and e palculatlim a bill amounting to 1959, ti'l, was presented to the committee on city property for there endorsement. Some of the committee thought the charge exhorbitant and refused to pay I the bill and the matter was referred to the city Engineer. He, It appears, went and examined the lot, but in consequence of conflicting atatemente relative to the depth grade was able to make • meaeuremen d t and i u ns n tead of so doing examined the calculation made by the ' young man_who had previously measur. eel the lot and pronounced the calculi'. tien right, but in hie endorsement on the paper said he would not vouch for the correetnews of the statement. The bill with this endorsement on it was don warranted to members of the committee, who, on being as that the matter was ll right, airlifted it, and it was paid. It appears, hOwever, that there was one member of the committee who knew something of tho matter who hid not been consulted, and did not know that the bill had passed until some time after it was paid, and through him the matter was brought to the notice of Councite at the last meeting, when a resolution was adopted Instructing the Committee on Retrenchment and Reform to investigate and report at a special meeting of Coun cils, to.be held Friday, the facts in the Pursuant to that resolution the Com mittee met yesterday at the Seventeenth ward Station House, Messrs. Morgan, Morrow, Gallaher and Jones being pres ent.. The City Solicitor the Mayor and Mayor's Clerk were also present, and Mr. Reardon appeared as attorney for Mr. Body, the contractor who-had done the work. Ten witnesses were examined and from the tiratiniony it appeared that the amount of grading done would not ex ceed 200 yards, while there was 800 yards charged In the bill. It also appeared that the cellar excavation for the build log had been done at Ou cents per yard, while Mr. Rody. . was allowed it 12 par yard. -There were a number of other facts developed which we Irre_riet at liberty to publish at present, but the en. tire tratimony taken at the investigation will be made public through the report of the Committee which will be present . ed to Councils at the meeting on Friday. The Committee after hearing the testi• mint, adjourned to meet at Mr. blorgan's office this morning at ten o'clock, to pre. pare a report.
