A special meeting at the Select and
Common councils of the city of Pitts
burgh was held at the Council chembor,
City Building, yesterday, for the purpose
of considering the ordinance providing
for the re leasing of the butchers' and
other stalls in the Diamond Market.

meeting.

Mr. bisk.wen then moved the third
reading and final passage of the ordi-
nanoo.
Mr. Shipton inquired for Informon

Mr. Dicßwen replied that theCommi
tee would be at liberty to lix the rent at
what they saw proper.
Kr. Brown wits opposed to selling the
stalls to the highest bidder, particularly
when the ordinance tied up the whole
matter, for ten years. He thought it
would be better for the Committee to
rent the stalls from year to year.
Mr. Rafferty thought strange that the
gentleman would assume the position
he had In this matter. He thought if a
man desired to embark in badness he
would Like to have a lease for a term of
years instead of being at the mercy of '
the Market Committee from year to year.

Mr. Burgwin opposed the ordinance
because it was an attempt to increase the
revenue or the city by unfair means.
He thought It an offer on the part of the
city to Bell what did

Committee to notify all occupants of
stalls and stands in the Diamond Market

Mr. Craig stated that be would have to
vote against the ordinance. and desired
to give his reasons for so doing. He did

present occupants of stands to sell them

Mt. 'Hartman opposed the ordinance
and propped an . advance of a certain
pet coinage on the annual rental, as the
Committee might deem proper and right.
Mr. Craig moved as a substitute that
the Committee be Instructed to add an
advance of 601)err Oent. to the rental of
all the stalls In the market. The motion
wee not seconded.
Mr. Brirgerin in explain/ion stated that
his resolution was to recommit the erdi•
nance, in order that the Committee
might embody the matter suggested in
hie resolution.
Mr. Craig then renewed his resolution
to instruct the Corumittee to add 60 per
cent. to the rental of the several stall.
Mr. Hartman thought the addition of
60 per cent- too high. , He thought if the
rent was increased the butchers would
be compelled to make the rent off their
casto ff He would therefore offer an
amendment to the substitute by making
the addltiotal o per cent,
Mr. Jones moved to lay the amend
ment and the substitute on the table.
Adoted.

trams understood the matter better than
Councils, and therefore thought the mat
ter
should he left to the Committee.
Mr. Kirk agreed with theaentleman in
saying that the committee understood
the matter better than Councils. and be
wee therefore in favor of the ordinance
the committee have reported. When the
stalls were rented ten years ago to the
highest Milder, the city certainly had a
property right in them, and if go, that
' right reverted to the city at the expira
tion of the ten years.
