The report also recommended that the
Survey Committee stop operations for
the present year, and that warrants be
drawn for the payment of several hills.
The report was acoepted and the rots,
lotion adopted.
Mr. On tea moved to etrike out that
portion of the report referring to the
survey oommittee.
Mr. Burgwin amended by moving to
refer the matter to the Survey Com
mittee.
The amendment was adopted

(arty, the names of several persons were
added to the list of names applying for
a rednetionof the business tax, and the
entire list was referred la the Finance
Oommittee, with power to act:
The Chairman read a communication
from the City Solicitor, relative to the,
payment of bills for holding elections
for the city on the second Tuesday of
October. The SoUciter is of the opinion
that the city Is not bound to pay the
hills; that the elections are held under a
State law, and under art of 1519 the
county pays the bill. The communica
tion was received.
Mr. Shlpton moved that the Controller
be motorized to certify warrants for the
payment or the bills amounting to $355.
Adopted.
Mr. Morrow presented the bill of H.
&Lively, Esq., for recording ordinance.,
amounting to Received, and
warrant ordered tot be drawn for the
amount.
Also, a petition from J. C. Collin.
Co., owners of steamboat ' , Gray Eagle,"
and others. asking a reduction of wharf
age on • line packets. Referred to the
Monongahela Wharf Committee.
Mr. Rees moved that the Committee
take Into consideration the matter of
wharfage on all other (dames of boats.

Mr. Jones a petition asking for the
grading and paving of Ravine street.
Referred to the road committee.
McEwen from the Market Com.
mittee presented an ordinance providing
for the re.leasing of the Salle in the
Market Hones.
While the above ordinance was under
toneideration, the President presented

caked in Scott inlay, but there is no
males; lamps are also requested on
Crawford street and Central avenue, bat
there are no mama in Crawford street.

An Express Messenger Shoots Eittnsell—

A singular ease of suicide occurred
yesterday between twelve and two
o'clock on the ex presatraln on the Cleve
land and Pittsburgh Railroad. which
left this city yesterday morning, the vic
tim being W. H. WI., a messenger u( the
Merchants Union Express Company.
Mr. Wiee, It is stated, left this rity at
an early hour yesterday morning In ap
parent good health anti spirits in the ca
w.. ear In the discharge of his accus
tomed duties, and was last seen alive
shortly after twelve o'clock a. by the
conductor of the train, who mates that
at that time he noticed nothing un
usual In his manner or ertpearance. At
two o'clock Y, is., when the train arrived
at Cleveland, Mr. Wise was found sit
ting Ina chair In his car, dead, with a
bullet hole through his head, and a re
volver lying on the floor of the car near
him.
The deceased was between thirty-tive
and forty years of age, unmarried, and
had been employed in the capacity of
expraw messenger for about fifteen •
years, during which time he had always
been a ;totter, Industrious and honest
man. He was a native of Hagerstown,
Maryland, where his friends reside.
The fact of his death was telegraphed
to his employers in this city, who were
greatly surprised to heir It, and nay they
are unable to divine any cause whatever

accounts are all square, and he has been
