hold them in grateful remembrance. To-

cause of which I do not seek in your
heart but in the intriaues of a party all

the imposing auditory who surrounded me ,
there with its attention, its sympathies, I
was nearly going to say its friendship. I
woWd not be -Worthy , of the auditory of
the Archbishop, of, my conscience, nor of
God, if I woUld consent to act before them
in such a rote! I seperate myaelf at the
same time from' the convent in which -I,
have resided, and which under the new
circumstances that have happened to me
renders it, for me, a prison of the soul.
In acting thus I am not unfaithful to my
vows. I have promised monastic obedi
ence, but limited by the honesty of con
science, the dignity of my person and my
ministry. I have :promised under the
benefit of that superior law of justice and
of royal ltlerty, which is, according to
the Apostle St... Tanks" the proper law of
the Christian.
It is for the more perfect practice of
this holy liberty . that L came to ask the:
cloister, now more than ten years ago, in
the elan of an enthasiatim free from all
human calculation, I shall not venture to
add free from all the illusion of youth.
If, in , exchange for my sacrifices, I am
today offered chains, I have not only the
right but the duty - to reject them: The
pusent hour it“ aolenan. The church
passes through one of the most violent,
dark and decisive crisis of its existence
here below. For the first time in three
'hundred years, an (Ecumenical Council
is not only convoked, but declared neces
sary ; suchja the expression of the Holy
Father. It is not in such a moment that
a preacher of the Gospel, were he the last
of all, can conaent to remain as the mate
dogs of Israel, unfaithful guardians,.

we have also some duties and attachments.
I - protest against lhe more radical and
dreadful opposition to, human nature,
which is attatheitand made to -revolt by
these false doctrines in its most indestruct
, ,ible and , honest aspirations. I protest
above all against-the sacrelegious perver-
sion of the Word of the Sonof God him
self, the spirit and' the letter.of which are
equally:trodden underfoot by .thephexi
saism of the new 'law. It is my most
profound conviction that if France in par
ticular, and the Latin races in general,
are, delivered over to . social, inbral, and
vligions anarchy, the -principal cause is
without doubt not in Catholicism itself,
but in the manner which Catholicism has
during a long time been .understond and
practiced. I appeal to the'Council about
to meet, to seek for remedies for the ex
cess of our evils, and to apply them with
as.much force assentleness. But if fears
- in'which I do' not wish' to share come to
be refired, if the august asiembly, has

They do "Some things better in Great
Britain than' we do here, and one of the
things in which they excel is thelborongh
ness and accuracy of the vital statistics.
One of the recent returns of theaegis:
trar-General, who has the charge of col
lecting and systematizing these statistics,
gives the figures foil five years, extending.
from 1863 to 1865 exclusive, of all the . ,
"violent or unnatural deaths," unde r
which. definition: he includes all not re-,
suiting from disease or-old age. which--
have occurrel in the United Kingdoni.
During that period there were no fewer
than 83,853 "unnstural deaths" 'which,
as would : be expected from. ' the greater
exposure of men to critses of peril,
62,708 were those of males. Six hund
dred and twenty-one of these were due
directly to . intoxication; though this, of
:course, is but a portion of the total num
ber of lives sacificed • through 'strong
drink.' Railways are debited with 4,175
violent deaths, which shows that even
in careful England' the locomotiveland
the rail does its work of slaughter. The
mine, however, leads the ghastly march
in the number of. its victims. Five
.thousand eight hundred and ninety-eight
miners have perished by explosions, in
undations, falling in of the trines, etc.
The most curious, and , perhaps also the
meat revolting, revelations of.these statis
tics is the enormous proportion of what
might be termed child murders, through
the carelessness•of the parenee or protec.
tore.,. Out of the number of. 83,853 vie
lent-deaths, no fewer then-19, - 510 happen
,ed to children under five years of age.
This Is nearly : one-fourth of the total; ; and
the Registrar-General - writes. down that
3;938 of these infants were burnt to death,
3,267 scalded to death. 1,950 drowned,
and 5,134 sdffocated. Under the head of
"mechanical inturies,". such as fracture.
falls, etc., the Ragistrar-General returns
28,114 deaths; under that of "chemical in
juries," such as hurns, scalds , and pois
oning. 14,942; by drowning, suffocation
or other forms of asphyxia, 23,828, and
,6,896 by miscellaneous and untabulated
violence or mischanCe. Suicide adds
p,099 to the list; and of this. total nearly
eve thousand were males.' Between the
ages of fifteen and twenty, however,
moors girls than boys committed
?suicide, the figures being 165 fe
males to 130 males between those
::ages. AbOve those ages ,the proportion
runs entirely against the males. Until be
tween the ages of forty-itve but 282 fe
males committed suicide,• against .1,135
males. During the five years seventy
lone convicts, including three -women,
to an "unnatural and violent death"
~by, hanging. The death roll contains
couriosities of dissolution of which the
following are examples:—"Two persons,
one very old and one very young, were
killed by game cocks, one person from
artifical teeth; others from swallowing a
fish-bone, swallowing a -pin, a needle, a
half pennev; a nutshell, a hook; one died
film the sting of a wasp, one from' the
bite of a'donkey, and one from fright in

terms are nearly synonymous- Unpleas
ant duties will always exist, but the
grbwth of civilization tends to ido their
performance easier and less distasteful.
The ordinary' business .of life is now
transacted.far more easily than it was
twenty years ago, thanks to telegraphs,
undergroand railways, concrete pave
ments, and other modern conveniences.
•And now the friends of the art of.euicide
have become imbued with,. what New
England people call "prowgress," and
are making the act of= self-destruction as
easy and comfortable' as possible. In
place of cluinsily blowing one's head to
pieces with an uncertain , charge of buck
shot or wither, unreliable pistol-ball, one
can now avail one's self of-the sweet boom
of niisollyeerine, and by its aid . sud
denly' blow head, body, and the entire
animated neighborhood into. minutely
iximminntedv and utterly irretrievable
smash. - Drowning, too, has been vastly
improved. we. now 'no longer jump
roughly into muddy mill-ponds, or coarse
ly and inartistically choke ourselves in
slimy ferry-slips: ''There is now a better
way`of drowning, and it was only the
other day illustrateti,by an unknown sui
cidal
artist at Niagara. This person, af
ter having laid his clothes where they
mould be tenure from , harm, walked out
into the current above the falls, and, "sit
ting down," calmly suffered himself to be
washed into eternity. here was seen the
ripe results of civilization and "progrees."
This man scorned to tire bimseit by walk
ing over the falls, or to clownishly stiffer
himself to flounder disorderly over the
brink. On the contrary, he sat down
and leisurely, gracefully and comfortably
permitted himself tc float over. So much
has civilization taught the suicidally dis
posed man.

miles an hour ' and down at 'the rate of
nine; turns , in the road 'with ease; can be
stopped upon the instant, and can pick its
way like a cat between !Ilea of contend
ing carriages, ruts and wagons. In calm
try places this will no doubt prove a val
uable addition to the , vehicles devoted to
passenger carrying; but It would be of no
advantage to cities. l What is needed in
crowded and growing cities like New
York is the underground railway. This,
it apoearti to na, Is the 'chief and most
beneficial of the many "reliefs" proposed.
Peaple. generally, are opposed to steam
surface vehicles.ln cities, talthough (we
think) their opposition„ is, fdunded on pre
, Judie° rather than reason: The under
ground project is the best of:all beanse
it will meet l the needed • 'requirements
much better' in every Way.
