human frame is thereby exposed, it is a

by a light chain or broad-black ribbon.,
There is an indescribable satisfaction in
bridging the nose with this aggressive;
weapon, and taking a cool, critical survey
of the p arty approaching, with the head
thrown disdainfully back; but it is very:
unpleasant to the inspected party, who
cannot retaliate in kind.
I want to say a few words in regard to
the dresses of children. I happened yes
..terday into the parlors of one of New
'.York's 'most fashionable modistes, and
found the lady a walking exposition of her
art. Bat her little daughter of ten years

manner possible, without other ornament.

your little girl is not a fashion plate?"
"Because I cannot bring myself to put--

And I thought there was. a .world of
wisdom in the answer. A child dressed
up in the fantastic manner of the present
day, with pannier and waterfall and jew
elry, worn with that hard, worldly look
which is too often thecontomitant of
fine dress, hie sad sight, - especially when
there are a thousand simple, beautiful
forms in .which to embody childhood.

Now, all wool a lis comfortable enough
for the best baby that ever was born; but
fineness and: finish are• matters of
taste. The expense of a baby is often
di.eassed,- and the questions and the baby
both waived, but there lb no
more absurd idea than that ti.e first
shrieking specimen of babyhood that ert;
ters the family must be received as .if he',

Saxony, shirta, are much better than the
flowing strips of linen and thread lace,

paper. Babies like to be warm—small
animals that they are—and the warm
Saxony shirts are just the thing. They
• can be easily knit in a day, or bought
ready-made, and the warmest days in
July are not too warm for a young infant

only, shame for covering. Look at the
little blue, pitiful arms, and aisk your
common sense ,if they ought not be
covered. Pretty ones can be made of
merino or all-wool delaine, either white,
or pink or blue, and worked around the

Round silk aprons, for young ladies, of
bright fancy, colors with a deep row of
black or white lace laid on the edge, are
in fashion again. For married ladies,
black satin ones trimmed-in the same way.
The hair is no longer worn to look
high. It is so massive as to cover the
entire back of the head. The most fash
iQnable curl is the thin French air curl,
which hangs all over the back hair. ,
Do Velocipedes go .by Hand or Leg
Power.
This interesting question came up last
week in Hartford, Conn. A complaint
was made by the, police that a city ordi
ntuace had,been violated by one Ashmead
in riding a Velocipede on the sidewalk
after being ordered to stop. The offence
charged was admitted, bat • counsel for
prisoner assumed that there.was no vio
lation of law, and argued that Velocipedes
are not propelled by the hand, but by the
legs. - : the ordinance referring espcially
to "velocipedes propelled by band. " The
prosecuting omcer held that hand-power
is not the power that lies betwden
the *date and the finger-tips, but
applies to -any agency of the hu
man body. A man propelling.a wheel
barrow,le contended, does not-propel it,
as a velocipede rider does by.. his hands,
he directs or guides- it by h% hands; his
bodylpropels it—the movement or his
lege, of his whole body.. If he straps
the handles over his shoulders, the barrow
moves without the use of his hands. The
ordinance does not say "vehicles pro
pelled by the hands," which would make
a clear meaning'of it, but says "propelled
by hand"--tbat which is not propelled
by steam, or wind, or any other than a
human agency. The justice, overwhelm
ed by this legal display, reserved his de
cision. In. view, of the-possibility of the
velocipede mania breaking out very vio
lently on our streets and sidewalks this
summer, this question will interest our
bicycle loving readers.
Railroid Whievi!e.
A prisoner confined in the jail at
Alton,EL, on the charge.of robbery, has
been naking some startling revelations
against a gang of railroad thieves, whose
headquarters are near that city. He
giVes their names, "and says they have
stolen great quantities of goods in the
past two years from the railroad compa
nies, especially the Chicago and Alton
road. Their plan has been to open
freight cars containing valuable mer
chandise, break open the boxes of
.goods, remove such bolts of cloth as
they fancied," and then nail up the
cases, restoring everything as nearly as
'possible to the same external appearance
as before the robbery. The bobf goods
would go on to its destinatiqn, and the
receiver, on opening it, would find some
bolts of cloth missing, but would be un
able to ascertain where the merthandise
bad been stolen, or, whether, in fact, it
had ever been shipped. , Two arrests
have already been made. It is to be
-hoped that the officers have now made
such arrests and obtained such informs
-ticm as will lead to the entire breaking
up of this entire band, and the bringing
of all its members to punishment. .
Tun origin of the Cincinnati steamboat
fire is a,mystery. The Enquirer says it
began in the nursery of the Clifton, but
how it originated lean absolute mystery
to.the officers of the boat. The nursery
was between the upper and lower decks, a
stairway leading to it from the aft end of
the cabin. The chambermaid was the
only person sleeping in the ladles' cabin,
and she was aroused •by the crackling
Sautes in the lattice=work which attend
ed round the outside of the nursery.
There was no lamp burning in: the nur
sery, and had been no Are In it during
the day or evening. , The officers of the
boat say the chambermaid had been on
the boat In' that capacity for three years,
and she had ilwaYs been very careful and
painstaking in the discharge of her duty.

Troy, Pa., over a case of monstrous
.cruelty which has just come to light.
