II this is adhered to, gold should certainly decline largely within a short time; but there is • one great obsta cle to that: The large imports which continue throughout the season, exceed ing anything ever heard of, arid trte de crease and inactivity of our exports, except bonds, which are more and more appreciated , by European capitalists. The - attempts of the Bank of England Directors to prevent a farther import Of 'foreign securities, by raising the rate of discount to: flve per cent, has had but a temporarY effect on bonds. The action of Secretary Boutwell severely criticised by the press; especi ally those that •have always favored a strict adherence to a specie standard, as early as practicable. The application Of the sinking fund law at present, when over fifty millions .of temporary three' per cent.
