FINANCE AND TRADE.,
OITIOE OP PITTSBURGH GASPITA
TUESDAY, March 23, 1869.
The gold market was steady to-day it
131%. The high rates Air money makes
parties disinclined to buy on speculation,
although it is pretty oerMin tbs 4 an ad
vance in the gold premium will take
place just as soon as the remaining bond
bills are- disposed of. Bankers, who
bought bonds with a view of holding
them in Europe for higher prices, find
that it is even more experudve to have
bonds carried in Europe than it is here.
In the money centres of Europe, call
loans (Lombards) are charged-from one
to four per cent. above the regular dis
count rate, whilst in our seaport cities
call loans ire generally from three to
four per cent. below ordinary prime
business rage. Another drawback to
the further advance of our bonds in Eu
rope by speculators, is the disfavor with
which the State institutions look upon
the (advance of American securities,
whilst home securities are neglected,
and' ret nearly every State is 'in the
market for new loans. Every obstacle
possible will be thrown in the way to
keep our bonds from further distribu
tion, among the small capitalists, who
have lately withdrawn their small means
from the savings banks and put their
money in 5.20 bonds.
All the old issues of Governments
weradull arid lower to-day; only the new
bonds were slightly better. But at the
close there was a general decline_ef all
descriptions. Neither dealers nor for
eign bankers are investing largely at
present; in fact, they are indisposed to
buy at all.
Stocks were very excited, especially
New York Central, which jumped from
153 yesterday to 160% to.dav; Fort
Wayne from 119 X to 121%; and nearly
the entire liat was from two to three per
cent. higher.
Express shares were strong, but it is
expected that a general decline will fol
low this sudden rise and that. lower
quotations will prevail at the stock ex
change. In fact, unless prices come
down considerably, no outside Nina fide
investor will buy at present quotations,
and brokers mar Is well close their
offices.
Business Is exceedingly dull and
money scarce.

PITTSBURGH MARKETS
OFFICE OP PiTTSBUIZGH GAZETTE,
TUESDAY, March 23, 1869.
There kin rather better feeling in com
mercial circles, and some branchedt of
timidness are beginning to give evidence
of increased activity, though there is
still plenty of room ,for improvement.
We hear a good deal of complaint about
the credit system and the great difficulty
in making collections. 10 a general
thing, oar business men are opposed to
what is termed the credit system, that
is, they expect all bills to be paid upon
delivery, unless it is stipulated at the
time the sale is made, that a certain time
is to be allowed. And we believe this is
generally understood, that a sale always
means cash, unless there is a special ar
rangernent at the time in regard to the
matter,:axid when a man buys an article
he has:no right to expect thirty or sixty
days time, sinless it is so understood
with the sellor at the time.
