STATE LEGISLATION.
The Senate, on Tuesday, passed a bill
•• directing the State Treasurer to repay to
Samuel Allinder, late Trea,urer of Pitts
bcrgh, the amount overpaid by him to
the State. . -
Alan, a bill allowing the 'Treasurer of
• Pittsburgh, for the collection of mercan
tile license, the same fees as those now
'allowed the Treasurer of Allegheny
county. •
A bill is pending in the Senate em
wermg the city of Allegheny to issue
nds to thei 3 ainount of stuo,otal, payable
wtawteenr Bonds ," tv ya ass , at not a p
otex r ceod oviso in t g ha seven
five r cent. interest. and exempt from State
• nd municipal taxes, to be designated -
r cent, of the'bonds issued in any one
year shall be set apart out of the proceeds
.of water rents, plus the interest, for the
redemption of said bonda. '
Also, an act conferring on the Reserve
township - school district all rights of
school property between said township
au -the district composed of the Seventh
• ward of the city of Allegheny, adjusted,
settled and paid for in like manner as is
• provided by act of 11th April, 1862.
- Also, an act providing "that hereafter
no license shall be granted to any person
• to 8611 spirituous liquors in the town
ehiP of Finley, in the county of Alto
eny."
i The Senate has passed an act provid
ing that at the first 'election (alter the
passage of this act) in the townships of
Robinson and Scott, in the county of
Allegheny, and tri-ennually thereafter,
the qualified voters of said districts re.
' tipectively shall elect three persons in
each, who shall be "license commission
era" for those districts, and shall hold
their offices for three years, receive no
compensation, and any vacancy occur
ring shall be filled by the Court of Com
mon Pleas. This license board is re-
Viired to examine all applications for
license to sell liquors, or to keep eating
houses, in either of said townships,
which may be made to the county license
board, under act of March 21st, 1867,
and no license shall be granted by the
county board, to take effect in Scott and
Robinson townships, until it has been
endorsed and approved by a majority of
the license commissioners of the proper
township. This act has also passed the
House.
The Senate has also passed an act au
thorizing the School Directors of Mc-
Clure township to , borrow eighteen
thousand dollars, for the purpose of
building a school honse, or school houses,
• and to issue bonds therefor in sums of
. not leas than'one hundred dollars each.
The directors are also authorized to levy
a tax annually from the paeaage of the
act, not exceeding one per cent. per an
num on the appraised valuation of prop
'erty. •
A bill has been reported in the House
• authorizing the authorities of Sharps
burg' to borrow not exceeding ' fifteen
thousand dollars, to be appropriated to
paying the present indebtedness and im
proving the streets of the borough; -also
.. - authorizing the issue of bonds of the
• borough, in sums of not less than two
- hundred dollars, the interest thereof not
to exceed eight per centum, payable an
nually or ,semi•annually as may be de
termined by the Burgess or Council of
that borough, and said bonds shall be
transferable only at the office of the bor
ough treasurer by the holder thereof, or
his attorney in fact.
The House, on Tuesday, passed a bill
lor the relief of J. M. Fees, Contractor,
of Pittsburgh. He contracted to tarnish
bread for the prisoners in the Allegheny
county jail during the administration of
Sheriff Woods, and at the time of his
(Woods') death he was indebted to,
Fags for bread furnished in pursuance of
contract to the amount of $1,507. The
estate of Sheriff Woods is insolvent and
insufficient to pay more than a portion
of said sum, therefore it, is proposed by
the act that the Controller of Allegheny
county be required to examine the claim
of J. M. Faits against the estate of Sheriff
Woods, ascertain the balance due him
with interest, after receiving his proper
dividend from said estate, and certify the
balance so found to the County Commis
sioners, who shall direct the sum to be
paid as other claims against the county
are paid.
An act is pending in the House to le
galize the transactions of the Local Com
mittee of East Deer township, Allegheny
county, in agreeing' to pay to each recruit
(to till the quota of the district under the
draft,) the sum of four hundred and fifty
dollars, being one hundred and fifty dol
lars more to each recruit than authorized
-- by law. .:.. . , .
On the Senate calendar is an act provi
ding :"that it shall be unlawful for any
'person company or corporation, owning,
managing, or controlling any oil refin
ery, soda works, manure factory or other
manufactory, slaughter house, teespool
or privy, in,the counties of .Armstrong,
- . Westmoreland and Allegheny, to allow
oil,. tar, blood or - other refuse matter
. from such refinery, soda works, factory
or other manufactory, slaughter house,
cess pool or privy,. to run into the Alle
gheny river, or any. of its tributaries,
under'a penalty of one hundred dollars
for each and every day the offence is com
mitted or suffered, said penalty to be re
•covered by suit before any justice of the
~ 'peace, one half to go to the school district
'wherein such refinery, factory, slaughter
house, case pool or privy is located,- and
. the other half to the informer. Auy per
son violating this act , shall, in addition
to the penalty . therein provided, be
' deemed guilty of committing and main
. taming acommon nuisance, and may be
indicted, and upon conviction shall be
punished by a line not to exceed one
hundred dollars for the first offence, and
not less than one hundred dollars nor
more than - live hundred dollars for each
Aubsequent offence; and it is hereby made
the duty of constables to return all viola
-tors of this act."

Altmeyer et al. to Thomas Foster, the ,
proceeds arising from such sale to be ap
plied first to the payment of expenses
thereof and debts of the German Roman
Catholic School of Mifflin town-hip, and
ally balance to be used by Bishop Dome
nec for the equal benefit of St. Peters
Roman Catholic Church of McKeesport
and St. Agnes Roman Catholic Church of
Mifflin township.
The act to provide for the appointment
of an inspector of illuminating gas and
gas meters, &c., in the county of Alle
gheny, passed by the House on Tuesday,
is a transcript of the Philadelphia bill of
fered and defeated at the last session of
the Legislature.
Birmingham Council.
A special meeting of Birmingham
Council was held Tuesday evening at the
office of. Burgess Salisbury, on Wilkins
street. •
Members present—Messrs. Redman,
Ihmsen, Mcllvaine, Atterbury, Welker,
Ward And Burgess Salisbury.
On motion of Mr. Ihmsen, the reading
of the minutes was dispensed with.
The Burgess stated that the meeting
was held for the purpose of hearing re
ports and making settlements with bor
ough officers.

list of persona on the tax duplicate for
the ear 1868, who have failed to pay
their'taxes. They are generally marked
"not found," "left town," "can't get any
thing," "died," &a. The amount set

lector's report, two hundred and ninety
one pereoos are exempted by law from

therefore, postponed. There will proba

On motion, the special committee ap

ered to make a contract for plates num
bering the streets.
G. Kuhiman's bill of 83,50 for lumber,
&c., was referred to the Finance Commit-
tee. The same action was taken with le
gard•to John Redman's bill of '475,V. for
lumber. .4 •
