The excitement in the government
bond market reached its highest point
at noon on Saturday, when old 18828
were sold as high as 118%, and 1867 s
113%, from which there was a sharp de
cline from 134@2 per cent. on informa
tion from the pressure to sell in the Eu
ropean markets and the announcement
of a large fresh shipment. The upward
tendency was also stimulated by the
large home demand for investment, con
sequent upon the action of the Senate Fi
nance Committee. 1040 s were the only
bonds that did not proportionately ad
vance, and are now likely to stay behiiad
the rest •as only a five per cent. security,
and no.better than the rest, as soon as the
bill to make all bonds payable in gold
has passed the Senate, of which there is
no doubt. It * remains now to see what
effect the large shipments of bonds will
have in Europe. Whether they will be
rapidly absorbed or remain in the hands
of. Ispeculators, their fate there is de
pendant on the course of gold here. i A
rise in gold premium at present, would
stimulate purchases there, and would
also be I , eneficialto our export trade and
the final lowering of gold premium. If
the closing prices of gold on Saturday
are any Indicati.)ns of the course of the
premium, a large demand for cash gold
should advance the price at least three or
four points,.put the Spring business in
full activity and bring back a large
amount of gold in the United States
Treasury, thus giving a very favorable
, statement before the May interest is paid,
and would enable the government to
cancel part of the issues of 1862. Such
a step would be more towards specie
payments rthan any other measure by
legislation. It might have the effect of
&Warming bonds in Europe , to, par in
specie,' creating a-fiirther. demand for
bonds,4hickwould enable us to bridge
over the iperiod intervening between
now and the.moment when all our paper
issues could be redeemed in coin that
'are'latended to be withdrawn from cir
culation. It would be paying a heavy
interest to Europe for the use of gold,
such, as no private individual could
stand, but better, to pay it and gat down
to hard money prices jthan stand the
strain dn-our Industry any longer. Tak
ing,
then, everything into conaideration,
and the dullness 'alines:lola life during
a comparative ease of money, it is not
unlikely that once more a great effort
Will be made by'monied men snd com
binations to raise the pi ice of every
bond, gold, railroad and other securities
before a general settlingl down.to specie
prices will set in. Such a movement is
on foot, and,, whosoever is caught when
the market has reached its highest point, 1
is not likely to get his money back again.
The advance in governments. .has
caused a better demand for our low
priced dividend paving securities, and
stooks and bonds, for which there was
no market a week ago, will be readily
taken at full prices. There is also an
improvement in Pacific Railroad bonds,
which are more inquired for In Europe,
and will finally be held there as a per
manent investment, espetially in Frank
fort, where financiers are, better acquain
ted- with Americana securities than in
England. - , •

This, preparation - has been so general that
the demand for time loans has materially
abated. within the 'pat ,few \days, and
some loans haVe been made to first-class"
parties on a lond time at a legal rate in •

these preparations for the future con- •
tinue on the part of all large berroiVers,
the stringency expected on making up
of the April bank statement may be
averted. Thedniure of the financial sit
uation certainly looks brighter than
it did a short time ago. The bank state
ment shows a decrease in,nearly every
item. The falling ofE in loans arises from
decreased demands for money, while the •
decrease in deposits is caused by the loss
in specie, consequent upon the heavy de
mand for customs. The fact that the. de
posits are not decreased so much as
specie shows that currency Is moving
this way, and as the legal tender aver
ate was a;risin.g one towards the close of
the week, the next statement will
probably be more favorable.

Governments have been active and ex
cited throughout the day, with an enor
mous business for home investment and
shipment. The fluctuations have been
very great, the two extremes being

on the '67's. The break in the market '
in the middle of the day was"catised by
exaggerated reports about a decline in
London on account of the large amount
of bonds delivered there to-day. There
was a sharp rally from the lowest point,
and at the close the market once more
assumed a strong I and settled ' feeling.

The Stock market during the morning
was strong, with New York Central and
Pacific Mail as- the main feature. The
transfer books of the first named closed
to-day for the regular dividend, which is ;
payable the middle of March. Pacific

was firm under the purchases to cover
previous speculative sales. Next in point
of interest were Michigan Southern and
Cleveland and Pittsburgh; in the, miscel
laneons list' Western Union, Quicksilver ;
and Mariposa, shares were strong. Ex
press stocks 'readier, except Wells' and
Fargo. In the afternoon the general
market was more active and stronger,
with higher prices at the close. Among

Railway Shares New York Central was
the favorite, and sold at 163. Eirpress
Stocks were higher.

The market has been rather tame this
week, comparatively speaking, haying

seemed to-be a slight panio in the East,

slightly improved feeling, especially on
the part pf• those whose interests favor
higher prices. The fact' that the stocks
are Increasing slightly, and that the
number of vessels loading is unusually
small, is regarded as a very strong point k
by those who advocate lower prices, as it 1
is contended that this shows that there is
buClittle or no dsmand for export, while 41
it is generally conceded that the specu
lative feeling, for the time being, at
least, has pretty well subsided. There is I.
another point presented by the "bears"
which is worth •of notice. and that is a
slightly increased production. There I.;

the, present reaction is in the order of
events—that it is one of ithosespasmodic
movements which is a characteristic of
