Honorable S'eleet and Common Cotencits of Allegheny City: - _ The undersigned citizens of Allegheny respectfully invite the attention of your Honorable bodies to the accompanying report of W. Milnor Roberts, Esq., Con sulting Engineer, &c., on the subject of the new Pittsburgh water works. 1 From the report it appears thit the en gineer's approximate , estimate of the cost of complete works to supply a popu- Lstion of 500,00 D souls, with pure water taken from the Allegheny river, at a point beyond the drainage of Et at Lib erty and Sharpsburg, 1E1.0,210,000. That such part ofl this general plan as would answer the purpose of the 'next few years, could be erected for the sum of 51,663,000. _ - That the cost of works:of like capacity, using water. power to be created by the construction of a darn across the All&. gheny river, Instead 'of steam power, is now estimated itt $3,098.000. That on the water -power plan an ex penditure of 114663,000 Within the next two or three years would supply about double the.present Capacity of tbe Pitts burgh water Works. That' the daily cost of the supply by water power would probably bel only one-third of the cost of an equal supply by steam power, and that for this and other reasonsic.is quite probable that the water power. for this purpose will" be found preferable to steam-power. ' • .:1' , The same considerations which haVe compelled the-Councils of Pittsburgh to, examine the subject here presented, haVe already pressed themselves upon the atl tention of your honorable bodies such. the people of Allegheny. The reports of the Wirer Committee go to show that the present works barely supply the con sumption' for ordinary purposes. The rapid increase of our ,population, the Safety of the property of the citizen and the present and prospective requirements for municipal cleanliness And einbel lishment, 'seem to demand \ that early, .if not immediate measure.S., be taken. to increase , the quantity of water suPr ; plied. Even if this were not the case,! a feasonable care for'the health of the present population will shortly compel, the removal of the source of supply.toc. some point beyond the corporation lim its. Should the Pittsburgh project be car ried out, this consideration, coupled with-', the ease with which they can receive their suppliee of water across the river, will probably induce the enterprisling oug,ha.„ of Snarpsburg and Etna to con nect themselves with our sister corpora tion instead of our own. • If we assume that half the sum estima ted for the new Pittsburgh water works 7 'will suffice to erect water 'works at some point above Sharpsburg, with, the neces sary basin conduits, &c., of a capacity - suitable to the prospective increase of population in Allegheny for a reasonable term of. years, we find that the expendi ture of the two cities for thiS purpose would be— Pittsburgh. Allegheny Making an aggregate sum 0f—5.1,815,000 • The undersigned believe that it is en tirely practicable for the city of Alle gheny to receive her supplies of Water from the works projected by the city of Pittsburgh—that the quantity Of water proposed to be supplied thereby .would be ample for both corporations for many years, and that by concert of action in the construction and arrangement o f the works, conduits, basiris,, etc., a large sum—probably not less than a million and a half dollars—can be saved to the tax payers of the two cities. Should the .water power plan be adopted, the advantage of .co-operation is atIU more apparent. ,The location of the dam across the river at *point which, would answer the purpose for both cities, would result in a large saving, even if the other part of the works should be constructed independently by each. , In view of these considerations, the _ undersigned deem it proper to memorial ize your honorable bodies tot take such action as will lead to a conference with the authorities of Pittsburgh, with a view to seeure the erection of Water Works conjointly, and siutable to the requirements or both citlea.
