He said thri id before them was a serious ono, viz: to struct al government strong enough to `ress the{ excesses while accepting all benefits of liberty. The fleet bad racreated, and the fortifications 11 important-points were in good con 'on. The imperial wish was realized. ,nce was so placed as to vindicate her :us in the destinies of the world. Peace been heretofore sought, not because of, f,sknetis, but to sustain the honor of the :e. The revolution in Spain I had altered the good relations of ;rice with that country.- ,Theconferencep .cb had just commenced its sessions, which would extinguish a conflict ,ch had become imminent, was the hug ad act, the importance of which all did appreciate. The members of that y had all agreed on a principle calcula to restore friendship between the Turks Greeks. If the firm hopes of success 'eh they entertained should be realized, 611 would be le ft to trouble the Aral -harmony of the nations. The }mbers would attend to the internal de pment of the country mainly thiough gricultural interests, and might pont. seek to bring about a reduction in the plc charges. - The Emperor referred to approaching rb-election of the Corps islatif, congratulated the members on harmony which' existed between the me, the legislatnre and the people, and tared that be favored free and full dia -1 :don when it did not touch the constitu . 1. CLIPPEiGa - THE Worcester (MIL) school of indus trial science is likely soon to exchange its title for a simpler one, "The Technical School:" The pupils have adopted a urn- form cap of dark blue cloth, with a gilt baflge in front—an arm holding a hammer— in' the act of striking. LEGAL TENDE.R NOTES of 1882, with the endorsement "exchangeable for 11. six per cent. twenty year bonds," " are still in circulation, and it has been asked whether the fourteenth amendment to the Constitu tion does not establish the inviolability of ithe engagement, notwithstanding Congress passed a subsequent act proclaiming that all 'such notes notes not presentedat - a certain very near day should, thereafter, forfeit this right of exchange. It is argued that as the Attorney General has asserted that ilu3four teenth amendment establishes the validity of the legal tenders, in every. respect, the same reasoning is applicable to the endorse ment on the notes issued under the date of March 10, 1862: I - , Tat Washington correspondent of the Boston Herald gives the following: "Sur ratt is now in South America, but will re :turn here in a month. I learn from oue of his friends that he has prepared a full and explicit statement of the conspiracv which resulted in the death of President Lincoln. In this he denies all; knowledge 'of any as sassination plot, but confesses freely that Booth and himself and others were in a plot to abduct Mr. Lincoln. He declares that assassination was never spoken. if to him, and was not agreed on by Booth and Payne until the night it took place. He further insists on the entire innocence of his mother; maintains that every effort was made to keep the abduction plot froni her knowledge, and says she was simply the victim of un fortunate circumstances and the machina tions of the witness Weichman, whose evi dence, it will be remembered, caused Mrs. Smtatt's conviction. Surratt proposes to tell everything he, knows--the good, bad and indifferent—and make oath to' it. He feels, it is said, that it will be, so impartial and straightforward that it will be believed." A BOY or sirrnEx, named William H. Hageman, was the means of spoiling the little game of two bond stealers 'in New York, Wednesday morning. --He was in the' employ of Wm. H. Strong, a banker, and had received a tin box containing several thousand dollars' worth of bonds, to be con veyed to his employer's office. On reaching Mr: Strong's he placed the box on the coun ter, when two well dressed young men en tered the place. One of them seized the box and ran into the street, followed by his ac complice. Hageman instantly sprang to the door, which the confederate of the thief en deavored to prevent being opend; hut the boy effected an exit and started in pursuit. The messenger was rapidly gaining on the thief when his accomplice seized him by the arm and endeavored to detain him. liege man, however, possessing considerable mus cle, freed himself from the grasp of the vil lain and continued the pursuit. While Hage. - man was pursutng the thief, an officer came up and arrested the confederate who made no attempt to escape. The boy was fleet of foot, overhaule'd the thief, collared him, se cured the stolen property and, turned the robber over to the authorities at the station house, where he was recognized as an old offender.
