details of his pursuit and
_conflict with 'the
Indians on the 27th ult. We extract the
following paragraphs:
The hour at which the four columns were
to charge simultaneously was the first dawn
• of day, and, notwithstanding the fact that
• two of the columns were compelled to march
several miles to reach their' pOsitions, the
t
attack three of them was made so near
..•. together as to make it appear like one
charge. The other column, was only a few
late. There late. There never was a more
completes 'se. My men charged the
village and r shed the I dges before the In
diens 'were ware of cur presence. The
moment the harge was ordered the band
struck] up " arry Owen," and with cheers
that strongly reminded ,me of scenes dur
ing the war, every trooper, led by „his offi
cer, rushed toward the village.
The Indians were caught napping for
once, and. the warriors rushed from their
lodges; and posted themselves behind trees,
• and in- the deep ravines, from which they
began! a most determined defense. The
.lodges and all their contents were in our'
possession within a few minutes after the
charge was ordered; but the real fighting,
such as luta rarely, if ever, been •equalled in
Indian warfare, began when attempting to
clear • ont and kill the warriors posted in
. ravines or underbrush;_charge after charge
, was made, and most gallantly, too, bqt the
Indians ad resolved to sell their lives as
dearly as possible. After a desperate con
flict of several hours, our efforts were
crowned with the,most complete and grad

The desperate character of the. combat
may be inferred froM the fact that, after the
battle.';.the bodies of thirty-eight dead
warriors were found in a small ravine near
the villige, in which they had posted them
selves. I r.
• I cannot sufficiently commend the admix
able conduct of the officers and men.• This
command has marched constantly five days,
• amid terrible snow storms and over a rough
country covered by more thim twelve inches
of snow. Officers And men have slept in
• the snow, without tents . - The night pre
ceding th attack, officers and men stood at
their horses' heads for hours. awaiting the
'• Moment of attack, and this, too, when the
terupeiature was far below the freezing
point. .They have endured every privation
. and fought with unsurpassed .gallantry
against a powerful and well-armed foe, and
from first to last - I have not' heard a single
• murmur; bat, on the contrary, the officers
and men of the several squadrons and com
panies seemed to vie with each other in
their attention to , duty and their patience
and perseverance under difficulties. Every
officer, man, scout and Indian guide, did
\their full duty.
A letter from an officer of his command
subsequently. says:
A large - expedition will in a few days be
: fitted out to proceed against the Indians to
the south and west of us. It will be under
• the immediate command of General Clistar,
' and will no. doubt be effectual in "cleaning
out" all the Indians it.may fall in with. We
, have in our command the Nineteenth Kali
ass Cavalry, numbering about one thousand
men; the Seventh Regular Cavalry, between
six and seven hundred strong, and detach
meats of other troops sufficient to make the
total over two thousand. We also have
fifty or sixty, scouts connected with the ex
pedition, who are excellent Indian fighters.
IMsfranctilsement—the' Facts.
A very popular error prevails, that •the
disfranchisement of Rebels who violated an
official oath to join the Rebellion, which
Was a feature of the Reconstruction acts, ap
plied not only to the elections by - which the
seven States were re-Organized, but to the
Presidential election in those States also,
This is wholly untrue: Official returns
show, that in the process of reconstruction,
the proportions of whites who voted, whites
disfranchised, and enfranchised blacks, was
as follows :

About nine per cent of fill the white
voters were olisfrinachised in the prelimin
ary process df Reconstruction. But after
the States were teconstructed'the disfran
chiseinent ceased. The third Section of the
XlVth Amendment still excluded perjured
Rebe/s only from holding office, but not
from. voting. In the recent. Presidential
election there were none disfranchised, ex
cept by State action. In Missouri; West -
Virginia, and 'renttessee there was an effect
ive disfranchisement under the State Con
stitutions of certain classes of Rebels. In
the other reconstructed States all whites
voted, and there was no disfranchiseinent,
except that of the blackii by terrorism. The'
registered white votes in the ten States
would have amounted to 698,794 in 1868.
Ia 1860,it was 657,709. This shows an in
crease- in the total white vote of the ten
States notwithstanding the loss of popula
tion from-the war.' -

who is not the angelic creature she looks in
Winterhaiter's seraphic portrait of her, pre-
ferred running the risk of offending's queen
without a throne, to that of catching an un
pleasant eruption with :which • the broad
cheeks of: the coarse Isabel are disfigured.

for misfortune or even for appearances in
the breast of the Timely Eugenie.
Seminole rzurrnuerrost is attracting the
attention of the Boards of Education in
England, and vigorous efforts are, beini
made to afford to mechanics an opportunity
to learn the higher branches of their trades.
The Government Board of Education, in
Yorkshire, 'are 'co.operating with• the Mr
&antes' Institutes of the country, and in
some of the larger towns the people assem-•
ble at stated periods-and are instructed in
special branches of science. Thus, in Hud
dersfield, machine drawing and the firaught
ing of plans , of buildings, and in other towns
ehemistry, are the subjects chosen for the
lectures. It is proposed to apply the same
method of instruction to the elder pupils of ,
primary schools in the vicinity of the towns,

IT is reported that Spain has selected the
United States as a mediator between herdelf
and the Republics of the Pacific coast, and
that she has asked for a Peace Conference,
to be held in Washington, the Secretary of
State to preside. Ecuador, Bolivia and
Peru have assented, but Chili holdti back.
/ A REPORT just published shows that thi
icaio has spent $3,578,900 for public im
provements during the present, year.
Among these improvements are twenty-cpe
and one-half miles of Nicolson pavement,
costing 12,04,432,55 and 381,322 feet-Of .
side walk, costing forty-five cents per foot.
GE°. W. Antxsstimn, recently the re,ve
nue collector in Berks county, has been
convicted of receiving bribes from several
distillers, who defrauded the. Government
out of the tax on whisky. The parties to
the crime were the principal witnesses in
the case. There is still another indictment
pending against him. .
Tim grading on the Warren and Dunkirk
railroad has been completed as far as, the
Pennsylvania State line, and parties at
Warren are willing to take the contract for
building the road to that point, when satis
-fiedlhat theiron for the other end will be
forthcoming. It is expected the road will
be entirely completed next summer.
IT is believed at headquarters' that the
Indian hostilities will soon cease, since the
- signal , defeat of the Cheyennes by Colonel
Custer. Black Kettle, the Chief who was
killed, was an able and canning man, who
had large influence with the Camanches and
other tribes as :well as the Cheyennes. He
was one of those who escaped- the Chiving.
ton massacre at Sand Creek, four years ago.
THE candidature of the Duke of Mont
pensier for the Spanish Throne is at an end.
For this climaxhe is indebted to the unpop
ularity of his sister-in-law. It is no secret
now—if ever it was really one—that the
late revolution had for its immediate object
the expulsion of the ex-Queen; for its tilt':
mate end the elevation of the Duke de Mont
peninsier to the vacant throne. Isabella'S
sters were clear sighted enough when -
they sent him out of the kingdom, and, I
probably acted upon sound information. --
IT SEEM that the value of slave property'
in Clubs is rapidly depreciating under the
insurrectionary disturbances that now affect
the island. The Havana • cable mentioned
the fact that $1,200 field hands had fallen to
$9OO, or a decrease of one-fourth in their
value. The negro slaves of Cuba are a
very wild and barbarous race. Large num
bers of them are native-born Africans, who
have been brought to the island during • the
last twenty years by slave-traders. They
are worked by their masters in the most in
tolerable manner. In fact thousands of them
are every year worked to death.
Naw DISCOVERIES of 'Roman remains at
Cowes, England, are reported. Rev. E.
Kell has, during the last few weeks, uncov
ered two rooms and the wall cif the third
room of the Roman building discovered in
1804. The garden formed the site of Gar
nard fort, which, so late as 1}635, was in a
state of defence, though now no trace of it
remains. The Roman building, the whole
of which has now been uncovered, was
about seventy. feet in length by thirteen
feet six .inches in breadth, and consisted of
ffve rooms ins line. The two rooms at the
west end had' tesselated pavements of a
common kind, Made from tiles. The build
ing had been ,consnmed by fire. Among
the articles found were a large quantity of
hexagonal stone roofing tiles, fragments of
a mortarium, & Roman fibula and a lady's
bracelet. This- Roman building stood at
the termination of Rue street, which is
considered the point at which: the Isle of
Wight was united to the mainland.
