The Allegheny Rouse of Refuge.
, The Grand Jury of Beaver county, hay
ing, by invitation, visited this institution,
on their return presented , to ,the Court an
interesting r( port, - fr Ora which we extract
as follows:

pupils. The arrang meat „of: thie school
building we regard most adadrable, and
worthy of inspectio and imitation. The
school room ; for the Smaller boys is 35 by
25 feet. There arealso two other sdhool
rooms for girbi, each, of-which ,is about 35
by 27 feet, mailing in all about. aix then
sand (6,000) feet of. area, for school pur
poses; besides wnich there are large, airy
and, well -lighted; rooms for library, read
ing, etc., with a neat and commodious
chapel, where every. Sabbath. the inmates
are - taught and - preached to by the Superint
tendent and:by neighboring clergymen.
The number of - inmates 'at present is
about 175 boys and 48 girls.- About 100 of
the boys are employed in making whips, 12
i in the manufacture and repair of shoes for
the inmates of the institution, others en
i gaged about the grounds, and about 40 little'
, fellows, In a separate building, are knitting.

• i As to results, we have only to say, that
it' when the character of the:inmates,' the
;., early history of,the Institution, and tha
• associations of many :that have goneout;
• are considered, the wonder is that so many
',:, have been reclaimed. By referenbe, to the.
' r.! . Superintendent's report, we find that up to
`, December 31st, 1867, of the 1,055, boys that
vil had been discharged, 707 were known to
II be good members of society, 84 doubtful,
• and only 105 were knowai to be actually
bad members of society. One hundred and
:•Y . five, (105)_ have served in, the army and
rt • navy, 27 of whom enlisted directly from
1 ' the,Refuge. Of the girls who have. gone
1 out; in a11:422, 190 were- known to be good
members ,of: society, 45 'doubtful and'll4
: - I bad. Seventy-tive per cent. of the children
I are'doingaivell. •• If all were' bad, preying
, upon society, or kept at the public expense
1 in prisons ,- the cost would be infinitely
greater. Better far, to rescue, save, and.
f, strengthen in the right direction for a little
~.' time at the susceptible period of life, that
. 1 `:. they may have an opportunity to carve a
i,< destiny of which neither they nor their
l : friends need ever be ashamed. Many in
!l, stances could be given. -- Theestablishinent
. i; of this Institution was a wise and betiefi
'cent measure. It ought to be sustained.

A. Steamboat Trip.

OHIO RIVER, ABOVE EVANSVILLE,
December 1, 1868.
Time was when this river was a great
line of travel; and swift packetk. running
at regular intervals, bore multitudes of trav
ellers to andfro between the distant sections
of this mighty country. But latterly the
still more rapid railroad train has drawn the
travel largeli from the river and lett little
else than heavy freights and such passengers
as deem-ease and comfort of more import
ante than time. , '
On Thursday morning, Nov. 26th, our
party left Pittsburgh on the S. a Silver
Clond, Capt. John B. Conway, one of the
boats conatituting the recently established
Pittsburgh and St. Louis Packet Line. We
had nearly a full load, made up mainly of
Pittsburgh manufactures, iron, nails, glass,
&c., and a number of passengers, enough
to make up a pleasant social party, but not
enough to crowd, one another. Our pro
gress has been pleasant, but not very fast,
owing to the. time takeh in handling large
masses of freight at the principtd-ports. At
Wheeling. •tre took in a large lot of nails, and
put off some freight. At Cincinnati we left
conaiderabie freight and took on several fami
most of whom Were i like ourselves, going
to Kansas. At Louisville we took on a lot
'of freight and •some families from North
Carolina, who are migrating to lowa. They
brought.their horses, wagons, (five or Six in.
niimber,) furniture, dogs; &c., and all took
deck passage. They are coarse and ign.or
ant people, but look as if they might =-
;prove under the influence of , better sur
roundings. But two of the party, which
numbers nearly thirty, had even before
seen a steamboat, and ,one of the women,
after passing through Louisville, declared,
her belief that it must be the largest town in
the world. All' the, other emigrants we
have on board are &Om States north of. the
:Potomac and• Ohio, except-a few from West
Virginia. They are intelligent and cultivtv
tel people.
• I can fully commend this: boat to people
who aregoing westward in this way. It is
riest, clean, and admirably managed. The
captain and chiefclerk, Wm. C. Kimber,
are courteous and kind gentlemen, who
make. their passengers feel at home, and
their spirit is reflected by all under their au-
thority. The fare_ is excellent.
The time between Pittsburgh and Si,
Louis is from seven,to eightdays. I think we
shall be afloat about eight days. The dis
tance is nearly 1,200 biles. 'For families
moving westward this is by far - the prefera
ble inode . ef conveyance, as it affords a very
pleasant Semen of rest after the toil of get
ting ready to go, and before the labor of
getting settled in thelr new 'place begins.
The time is by no means lost.
I intend,to return by rail after seeing my
son and his family comfortably fixed in their
new home. C. •
Tint Artificial Island know in own- of
construction in the lower part of the bay of
New York mill, when completed, comprise
an area of about two acres. To protect its
outer edges, massive cribs,: thirty. feet' wide
at the base and twenty feet at the top, made
Of oak timbers, firmly pointed, havo been so
sunk is to leave about ten feet above high
water mark. These,
in turn, have been fill
ed with heav,rblocks of, stone, and:the outer
service of the entire structure has been faced
with oak planking, closely set. Asanaddi
tional protection, massive stones have been
heaped against the outer face of the wall,
at its most exposed points; and the. bulwark
is deemed perfectly secure, Within this in
closure sand and broken stones have been
thrown; arid piles are being driven upon
which to erect the hospitals and other neces
sary buildings. r,
TEa St. Petersburg Gazette reports in a
recent number that the erection of no few
er than ten theatria for the people ' all to be
situated in the workmen's quarters of the
City, are to be begun forthwith; the plans
having been submitted to and approved by
the 3lnaister of the Interior, under 'Whose
supervision they ate to be placid.
THERE appears i to be some trouble be
tween the 'Union Pacific, the Central Pacific
and the Government in regard to the subsi
dies Voted the' roads by Congress. ' There
is discord bet teen the managers of the two
roadir and the Presidcut is called to act as
arbiter.
INFORMATION from Richmond, Va., is to
the effect that there is likely to be trouble in
some parts of the State on -.account' of the
refusal of Gen. Stoneman' to extend the
stay la* beyond the first' of - January, next.
