The True Radicalism-of I . :azit., •
The St . Louis Demixrat says: Theifi are
two elements—a Republicanism of princi
ple and a Republicanism of passion. Gen
eral Grant, we feheY- will be found with
the Republicans of principle. When the
war closed, he was denounced by many for
his magnanimous terms to Lee, and after
wards; when scinio . proiosed to punish: the
traitor, by civil law, General Grant firmly
insisted that his pledge-'of protection must
be reapected. Neither during the war nor
at any time since has lie manifested any
feeling of vindictiveness toward the con
quered, and it is hardly likely that he will ,
begin at this late day. "Let na have , peace"
means something from _him. It means
safety and security'for all loyal men in all
their rights. But it does not mean venge
ance or harshness. True magnanimity will
crush a hostile idea with merciless severity,
but not the individuals who have honestly
entertained it. We shall have the laws
obeyed, and the constitution in all its.gtiar
antees respected, in every:part of the land.
Those who persist in lawless behavior mill
suffer. rßut those who mean to obey
. will
have every encouragement that the govern
ment can justly give.
If we judge rightly, then, the adminis
tration of :General Grant will bet Feculi
a_rily satisfactory to that element in • the-
Raffical party . which. was last to become
convinced of his , fitness for the resposibili
ties of a President.is these trying "times. It
will those Radicals who care for ideas;
it will disaustihose Radicals who careadire
for something else,. The "political bum
mers," who were in such hot haste to
"place hint before 'the': people," are • likely
to be disappointed. The true and honest
men of the Republicsn'party will find, we
believe, that General Grant will accomplish
all that theyisought by his election"-the tri
umph of Radical principles; the: settlement
of all vexed questions on the.: basis:of jus
tice, and the restoration of the Union to a.
safe and enduring peace. • ,
The Spanteh Proclamation Ageism Slavery.
The following is the text of the Supreme
Junta's proclamation against negro slavery: ,
Considering that the enslaving of negroes
is an outrage on =human nature and, aistain

civilized world that still maintains' it IS all
its integrity; that•bf -its history, its charac

whatever measure may be taken regarding
it, and the serious: consequences which any
hasty proceeding might entail , on the negro
himself, slavery is one of those repulsive in
stitutions whose disappearance ought not to
be delayed, but whichreqnires the judicious
adoption of welbconsidered preliminary and •
