I have had the hor or of an introduction
to that interesting celebrity, "the wickedest
"'matt NeW York," a most villainous look
ing
&mum, and of escaping a similar honor
of an introduction to his wife, a buxom
Woman in a black dress bespattered with
green ribbons, which ran helter skeiter over
it, in that charming forked lightning fashion,
in which many less distinguished women do
so much delight. I have even passed through
the residence of the lion of the hour,! and
feel that my achievements as a sight !seer
are complete. It is a miserable den, an old
three-storied brick, with ceilings which
almost touch one's head, and floors and
stairsworn through with the trampling of
the thousands of feet who have passed that
way to a hopeless hereafter. Behind the
little bar room, the old dancing hall has
been supplied with a few benches and chairs,
. a table, some tracts , and a — vessel cf Ice
water; Here a number, of people were as
sembling for worship, respectable people who
had been drawn from a distance by
curiosity or a desire' to do' good,
While thh men of that relfon crowd
ed in the outer room and around the door
way, or lounged at other doors looking on,
and the: women lolled out of windows or
sat on door steps anifgaped. The meetings
are matters of curiosity to them, and some
good may come of them; but the missionary
tbat ismanted in New York- Is the locomo,
tive—a way to• get out -or the 'city in the
evening and back to work in the morning.
It is ,impossible for a meal° work in the
city and sleep out of ' it. 'Ala &journey of
• an hour and a half from City Hall to a car
• drawn by ,steam,, and,a, laboring man can
neither afford the time nor expense of travel:
ing back and forth to. work. So they are
piled into down town houses like maggots
rha cheese. Trilled mid of the best model
tenement houses, yesterdaY, and found sixty
six families On a lot .50x100 feet, giving a
_ space of Earth's - surface of a little over 9xB
feet square- for each family: - Not more than
they are entitled to for graves; As I have
said, this is one of the best tenement houses,
fbr it has no tenenients more than two feet
below the surface.'" One part faces on a nar
row street into which all the ashes and garb
,. age is thrown, and the drainage into two
wells, the contents of which must be car
ried
night carts and carted miles across the
city, ,to be dumped into a river. The
wharf at one • side "of the city, built
of a dump, has long since fallen into - decay,
so that high carte`, from that side of the city,
mnst.pass clear across to the other, to reach
a dumpin 0. wharf. In that city "The World"
boasts th at e the Democratic majority is
larger than the entire Republican ) vote !
Democracy, which in the south denied to
the laboring man the right to his own bones,
in the North denies him pure air, sunshine
and enough of the earth surface while living
to bury him when, dead. Democracy con
tracts to pay to their Democrats, Brown,
Devoe and Knap, $498,300 a year in ten'
years for• cleaning the streets. One year
after said Democrats sell their contract for
$200,000. They have saved enough to se
cure them airy churches, luxurious parlors,
well kept grass plats, fast horses and elegant
carriages, while the poor man wades to his
little dark room through heaps of f( stering
filth, sleeps iij' a fetid atmosphere and sees
his children pine and die for want of pure
air and sunshine The reeking record
which American Democracy has made for
itself, in the City of New YOrk, would sure
ly be its death warrant, if it Were not that
so many thousands of its victims are unable
to read. No eastern potentate ever con
cocted a more effective scheme of robbihg
the poor for the benefit of the rich, than
that devised and being constantly executed
by the. Democratic government'of the City
of New York. Were it not for the Metro
politan Police and Board of Health, organi.
zed - and sustained by the Republican gov
ernment of the State, the , city must,
before thia time, have been abandon
ed to , theives, desperadoes iand prostitutes.
A 8 it is, these two Boards have been en
gaged in agreatly unequal contest but are
gradually and surely driving the enemy to
'the last ditch. The famous Fiye Points,
whose sights and sounds of horror have been'
stamped on my memory for fifteen 'years, is
*-- now comparatively clean and decent. Then,
I had an escort of a citizen and police officer,
specially employed for that purpose, ere it
was thought safe for me to go. Now any
one can walk or ride through it without ap
prehension. 'We also rode back and forth
through the streets in a district adjoining,
where a mile aquare'of crosely Wilt - streets
is principally given up to thieves and pros
. titutes, yet so, idmirable are the police ar
-rangementa that there was no offence to the
sense of sight or * smell. Fifteen' years ago
I saw women almost nude, some trightftdly
blotched with disease, some drunk and
- tome apparently sober;; attering otiscen
ihes or practicing lewd attitudes In • the
reeking stench • of the dirty streets.
.Detnocracy bad everthing its own way.
Now the. spirit of freedom and progress;
through :the aid Of a very powerful
. agent—our Repuhlican organization--
„ • has compelled vice as ashamed to hide be
hind walls. The best, police captains, and
picked men of the force, are detailed for
duty In Ahead districts; and trio braver or
noblerhody of men placgsl themselves be
' tween our Governuteraearnd the Stevie Power,
ht the 'first years of the rebellion, than that
which now stands between Virtue and Vice
on this old Island of Manhattan. Like the
Army of thejiepublic, there are Democrats
amongst Clem; but the power which organ
ized and coutruls them is Repnbllcan. So;
imperfect as that party . ls, and I think I have
a not much higher opinion ofit than Wen

I left CbieagO yestirday and came down
to Quincy on thethicago, Burlington and
Quincy Railroad, one of the best and most
profitable roads in Illinois, and which runs
the whole length through the best cultivated
amiapparently the most properous region' I
ever saw—the country was origitudlv an al- ,
.
most unbroken prarie. We passed through
many very pretty towns, of which I shall
not speak particularly: 1
Quincy, on the east bank of the Mississ
ippi, Is a busy and growing city' of from
twenty-five to thirty thousand inhabitants.
It has that peculiar air ;of freshness and
good taste which marks nearly all , the
towns in this part of the country, and
many of the new built brisiness houses and
dwellings are really very 'fine. The num
ber of stores &c., and the bustle in the
streets, indicate the extent and activity of
its business. The city is set on—not ex
actly a hill—but a bluff, which rises some
some fifty feet above the level of the river.
This bluff is composed of a heavy stratum
of magnesion lime-stone, deeply overlaid
with drift. This stone, which is largely
quarried, is a very superier building mate
rial, nearly as white, as marble and deci.
+deftly prettier.
Nearly a mile above the compact and busi
ness portion of the city is the new railroad
bridge over the Missiasippi, which will unite
the railroads on the least of the river, par
ticularly the Chicago; Burlington &Quincy,
with'the Hannibal 4t - i St, Joseph road onthe
west aide, arid,through the latter with the
Kansas Pacific and other roads west of Mis
souri. It is a work of very great import
anceto the entire country north of the Ohio
river, stretching from the Atlaritic to the
Pacific. This bridge is a massive iron
structure resting Aron tall and substantial
piers, built of the stone above spoken of.
The total length of the iron structure is
8,587 feet, divided as follows

The cost of this bridge. -Ives not much
short of two millions of dollars. It is. so
nearly completed that trains will be running
over in October. It is a single track rail
road bridge only—no other kind of travel
can peas over.
. , The bridge at Kansas City, over the Mis
souri; is progressing rapidly, and will •be
ready for the passage of trains in March
next. That done, all the roads of 4 feet 8
-inches gauge east of the Mississippi will be
put into connection with the Kansas Pacific
road, heretofore known as "the Union
Pacific Railway, Eastern Division," and
also with the - other new and far-reaching
roads which diverge southward from it.
From Quincy I took passage on this ele
gant steamer , to run down to St. Louis, a
distance of abouti 170 miles. This river,
above the mouth of the Missouri, is so full
of islands that it is only at rare intervals
that both main shores can be seen at one
-time. In fact it looks as if it had torn the
bottom lani.s all to pieces. The water is
low,' and no little twisting and turning is
required to thread the tortuous channel.
Below the mouth of the Missouri, which
changes the whole character of the river,
we have water enough. C.

Are now finished and in operation. 160 miles of
track have been laid this spring, and the Work along
the whole Hoe between the Atlantic and Pacific
States Is being pushed forward more rapidly , than
ever before. More than 'twenty thousand men are
employed, and it Is not impossible - that the entire
track, from Omaha to Sacramento, will be finished
In 1869 instead of 1870. The means provided are
ample, and all that energy, men and money can do
to secure the completion of this
GREAT NATIONAL WORK,
At the earliest possible day, will be done
The UNION PACIFIC RAILROAD COMPANY
receive:
I.—A GOVERNIfENT GRANT of the right of way,
and all necessary timber and other Materials
found along the line of its Operations.
11.—A GOVERNMENT GRANT of 12.800 acres
of land to the mile, taizcn in alternate sections
on each side of its road. This Is an absolute do
nation, and will be a source of large revenue in
the future.
111.—A GOVERN/SENT GRANT of 'United States
Thirty-year Bonds, amounting to from *1.0,000
to *48,000 per mile, according to the ditHmal
ties to be surmounted on the various sections to
be built. The Government takes a second mort
gage as security, and it Is expected that not only
the interest. but the principal amount may be
paid in services rendered by the Company in
transporting troops, mails: .Le. -The intense is
now much more than paid in this way, besides
securing a great saving In time and money to the
Government.
IV.—A GOVERNMENT GRANT of the right to
issue its own FIRST MORTGAGE BONDS,, to
aid Rpbuilcling the road, to the same amount as
the ii. S. Bonds, issued for the same purpose,
and no more. The Government permits the
Trustees for the First Mortgage Bondholders to
deliver the Bonds to the Company only as the
road is completed, and after it has been examin
ed by United States Commlssfonem and pro
nouneed to be in all respects a nrst-cuss Rail
road, laid with a heavy T rail, and completely
supplied with depots, stations, turnouts, car.
shops, locomotives, ears,=&c.
V.—A CAPITAL STOCK SUBSCRIPTION from
the stockholders, of which OVER EIGHT MIL
LION DOLLARS have been paid in upon the
work already done, and which will be Increased
as the wants of the Company require.
VI.—NET CASH EARNINGS on Its Way Business,
that already amount to MORE THAN THE IN
TEREST on the First .Mortgage Bonds. These
earnings are no indication of Hie vast through
traffic that must follow the opening of the Line
to the Pacldc, but they certainly prove that •
FIRST IVIORTCACE BONDS
upon such a property, costing nearly three times
their amount, ARE SECURE BEYOND ANT
CONTINGENCY.
The Union Pacific Bonds run thirty Years, are for
0,000 ea:11, and have coupons attached. They
bear annual interest, payable on the first days of
January and July, at the Company's °dice. in the
pity of New York. at the rate of six per cent. Is.
gold. The Principal Is payable In gold at maturity.
The price Is 102. and at the present rate of gold.
they pay a liberal Income on thelaost.
The Company believe that these Bonds, at the
Present rate, are Abe cheapest in the market, and
reserve the right to advance the price at any time.
