Committee of Ways and, Xerma r in :elation
to the taxation of United States bonds are,
as fbllows :
The Committee of Ways and . Jileans,,to
whom was referred the resolution of the
House, instructing them to report without
unnecessary delay a bill levying_ a tax of
at least ten per centum ,on the interest of
the bondsof the United States, to be collect
ed by the Secretary of the Treariury and
such of his subordinates as may be charged
'with the duty of paying the interest - on the
bonded debt of the United States, have had
the same under consideration - and beg - leave
to submit the following report and bill :
The Committee of. Ways and Means are
opposed to the proposition embraced in this
resolution, and report the bilronlylin obe
dience to the positive order of the House.
In the argument made in :the House in
favor of the resolution the English income
tax law was referred to and quoted.l' 'There .
is a law corresponding to that English law
on the statute books of this country, im
posing a tax on incomes" of five per cent.,
while the English law is less than three per
cent. But your , committee :have been un
able to find on, the, statute -books -of. Eng, I
land, or any other civilized country, a law
that could be regarded in any way as rkpre
cedent for tfie:bfil

The movements' .of Produce Sew
York for the first half of the current cal
endar year show, in recelpts,a considerable
gain in breadstuffs, bat a general decline in
most articles of provisions. The arrivals
of petroleum have apparently decreased,
but this may be Owing to the tact that
larger packages have been. employed in
many cases to transport the , crude article.
There is also a gain in wheat and flour, but
a falling off in most other cereals. The ex
perts of butter, cheese and tallow are not
up to the totals for last year, but in meat,
provisions and lard the totals show a gene
ral increase. Of petroleum over twenty
two •millims of gallons have cleared for
foreign ports since the Ist of January.
—The earnings of the railway continue
to show large gains enough to make it cer
tain that dividends will be regularly forth
coming and upon a liberal scale. Several
roads which do not pablish their earnings
are known to show gains exceeding those
shown by roads which make their traffic
public. The crop prospects continue all
that could be desired, and - the time is rap
idly passing in whichaccidents can happen
to the hopes of the farmer. Large earn
,ings, good crop prospects, and Cheap
Money do not produce an eager. : desire to
buy railway property, which as a whole
can only be quoted as steady, with mode
rate buying for investment and on specu
tion by a few people with patience enough
to wait the effect of earnings upon prices.
There is, however, a very large and in
creasing "short , interest!' made by parties
confident that there will be a panic in Octo
ber, and determined not to be caught

sales at a loss, and put out a new line later

THE Titusville Herald says: A large del- .
egation of oil men have been in,Washing
ton for some time trying to get the tax` re
moved from refined petioleum. It is now
ten cents per gallon. The failure of the
first tax bill was a serious blow to their
hopes, for the bill now before the House
does not Include petroleum. The deleri
tion however, have so far prevailed with
the frays and Means Committee as prevailed_
