In Government securities a quiet mar
ket has to e reported. Quotations seem
to have, ()ached the highest point, and
money t st become cheaper: and bonds
scar before any further advance can take
ace. The fact is, the dealings in bonds at
presentis confined to the money centres,
where the low Tate of interest is an induce
ment to invest. The interior has no sur
plus capital to invest at present prices, es
pecially when good mortgages are 'sold at
12 per cent. per annuth, which is equal to
from 13 to is . .per cent. on the actual in
vestment. - '4
Money is easy or tight, the Five Twen
ties of 1862 have to come down at least two
per cent to be equal to those of 1864 and
1865, and it is likely that Europeans will
prefer those bonds that mature in July and
January, being in harmony with the usual
haif yearly settlements of account custo
miry all throughout the world. In regard
to a Ten Forty or any other long five per
cent. bond, it is entirely , too soon to try
any such scheme so long as the Govern
ment_
is not in a position to retire a part of
its loans. The lottery plan pursued by Eu
ropean. governments and much in favor
there of cancelling State / obligations by
,offering premiums on certain classes of se
curities, might, with advaricage, be ap
plied for our 6 per cent,, debt at present
held in Europe, and thus be, funded in any
'5, 4or 434 per cent:' loan, Making the in
terest payable in Europe.,
