Brick may be a very fine man in every way, but thus far the only qualifies-, tion for leadership that he has shown is an unlimited command of the foulest, billings gate, and unlimited "cheek" in displaying it. A Foreign View of Impeactunent. An eminent American embassador at one of the great courts of Europe, writes to a frieild at Washington, that there is much speculation in, the diplomatic world respect ing the impeachment of the President. It is argued that the President is the executor of the laws, and he is bound to obey as well as enforce them. Diplomatists hold that the head of the Republic as well as its humblest citizen is responsible for violations of law and that if the offenses charged against him are proved he has committed a•constitution al crime for which he must suffer the pen alty prescribed by the Constitution. It is said all around that is desirable for the wel fare of the people of Europe that its sover eigns should be held to a like responsibility for their acts. Whichever way the impeach ment terminates it will increase the respect entertained for the United States in Europe. Should the President be acquitted, it will be -said that justice has triumphed because of the want ofproof. Should he be convicted it will be said that the charges were proved, and on the facts he was proved guilty of a violation of Constitutional obligations. This trial will have a tendency to excite public opinion in Europe to the necessity of a per sonal responsibilitk by, monarchs for the acts of the executive branch of the govern ments. It will be another of those great historical acts of the United Statea which exert a world wide influence for the benefit of humiuftand-the cause of popular liber ty..: The foregoing is a literal transcript of the Foreign' ministers' communication on this subject—Washington Letter.
