FINANCE AND TRADE
OFFICE OF THE PITTSBURGH GAZETTE, I
FRIDAY, April 3, 1868.
Gold declined again to-day . to 137%, after
having been to 1383 g. The demand at these
low rates is increasing, but the scarcity of
money before the quarterly statement at
the banks to -morrow• prevents speculators
from buying at present prices to have it
carried. The low rates of our securities in
England, even so near the half yearly in
terest payment, will have a tendency to
strengthen the gold market as soon as the
stringency of the money market is over,
and speculators may run up prices consid
erablrat the oversold condition of thamar,
ket. / • - - • . •
Govern Mont bonds were firm and higher,
especially all the old issues of 5-20 s and
•those of 1887. Sellers, however, are pre
dominent in the interior towns. Stocks
have advanced _about 3 to one per cent.
throughout the entire list. .
Money is even more stringent than yes
terday, but it will be less difficult to obtain
Money on collaterals or first-class paper at
the beAinning of next Week, and riearly
everybody is willing to extend a credit for .
a few days for paper outside the bank.

—At the special meeting of the stock
h?lders of the Cleveland & Pittsburgh
R4ilroad, at Cleveland last week, the fol
lowing resolution was unanimously ad
opted, the whole vote being 76,558:
Resolved, That, by and under the pro
visions of an act of the Legislature of Ohio,
of April 11, 1858, the directors of the Cleve
land& Pittsburgh Railroad Company are
hereby authorized, at their discretion, to
increase the capital stock of the Company
to the amount of 10 per cent. of the present
capital stock, and to divide the same among
the shareholders pro rata on the amount of
stock held by them . respectively at this
.date, as shown by the books of the Com
pany, and under such provisions as to frac
tional shares as the directors deem proper.
—The last circular of Belding, Keith it..
Co., Amerleah. bankers, in London, says:
The cause the United States credit is
so low here is not because there are not
funds to be had mabundance at a moderate
rate, but because of the doubt, uncertainty,:
and, we may almost sav, entire distrust as
to the good:faith of the - United States. Re
move that, and you can put things on a
specie basis, and have. "your bonds at par
here at five per cent., but for the present
not less than six per 'cent-will command
par. At this moment the securities of
Massachusetts are twenty per cent. in
value above those of the -Union because
investors believe In , . the honesty Of -Massa
chusetts, and are hot so fully persuaded of
the Federal honor; yet contending parties
would still further imperil the credit of the
nation to secure their immediate ends.
