—The Houk+ of Representatives has re
pealeA the internal revenue' taxes upon
-riaapitfactures. This act, too long delayed,
will afford 'immediate relief to the Indus
. that interests of the country, and is a step
in the right direction. It is expected that
• the bill will be promptly adopted by the
"Senate end: be ratified by the President in
time to take effect on the first of April next.
The imposition of these takes was bad policy
in the first place, and couldbe only defen
, ded on the ground of overmastering limn
cial necessity. It is always a false pririci
ple to tax production in place of couSump
tion, and the chief wonder in relatlion to
the taxes that are so soon to be expunged
is that they did not exercise a more inJur
ions influence on business. "It is estimated:
that the proposed measure will cause a loss
to the public treasury of $84,794,654. In
1867 the.,- total receipt 4 from internal rev
enue;- including' taxes upon liquors, to
' bare gas; and distilled oils amounted to a
totttl of - 11146,223,670 r As the :Whisky,
to
bacco, arid • gas taxes, yielding an aggre
gate of $51;429,019, are to be retained, it is
expected that by means of a tax upon sales
revenue of $20,000,000 may be derived,
thus reducing the actual loss to the Treas.

RIVER NEWS
Our rivers are again falling at this point,
with sixteen feet in the Monongahela, and
seventeen imthe Allegheny. An Oil, City
telegram, however, reperts. the Allegheny
again. swelling at that point, with twelve
and 4 half feet in the channel. The
weather yesterday was warm and clear,
•;though - We should not be surprised to see
it rain to-day. -
The R. C. Pray, from Cairo, is the only
transient arrival we:have to teport. ,The
St. Charles from Cincinnati, !is due here
to,day, and the Wild Ducky and barges
may be expected -in to-inOrrow. The Mc-
Colllough, from Parkersburg, Was due last
night, araWill return today asusual.
iiihe_Delaware left for 'Nashville , on Sat ur-
dayoyith about all the freight she could
takb,' and full ,of passengers., The Sallie,
for St. Loitiif and Missouri River, cleared
yesterday morning with a splendid trip,
being loaded down, her guards touching
the water.'
The following boats were at the landing
yesterdsyr Kate Robinson, , Wauanita,
Lorena, Arrierica, Lent Leoti, Yorktown,
linporter, R. C. Gray, and New - York. The
Allegheny Riveeboats have not as yet been
able lo make a trip.
The Lorena, Capt. Sherman, is up for St.
Louis; Wauanita, Captain Thomas Shaman
for Missouri River; Lent Leoti, Capt. Ham
ilton, for Fort Benton; and Kate Robinson,
Robt." Robinson, for Cincinnati and
Louisville. These are all good boats.
1 Captain Stockdale went out on the Sallie
1 3-esterday, to see how she nonid perform.
lie will get off at Wheeling and return by
rail.
On FriOay afternoon the towboat James
Gilmore struck one of her: barges against
one of the piers of the Steubenville Bridge;
causing it to sink'almost instantly. The
loss sustained is estimated. at $2,500, on
which there is no insuraxice.
Shippers will bear .in mind the "Wild
Duck Barges". will be here to-morrow, and
will commence loading for St. Louis on
Wednesday morning. Having a goOd por

i Capt. Ed. Evans, of the Westmoreland,
who has been suffering for some time from
a Severeattack of rheumatism, is getting
better, and expects' to assume command of
the 'Westmoreland on her next trip.
_ The Mobile Tribune learns that the Su
preme Court of the United States has de
cided that the space along the river, in front
of Mobile, belongs to the United States, and
that commissioners have been appointed to
receive and take charge of the property for
the ownera.
The Vicksburg Times haw - trii account of
how the Belle Lee ran a race witle,the Wild ,
Wagoner and Frank Pargcrud. Captain I
McGill says that he had no intention of
making a rtin, but placed as he was „be
tween two such ; boats as the Wagoner and
the Paragoud, he had no alternative. She
outran her competitors, and her time from
New Orleans to Vicksburg WM thirty-ono
hours and twenty mlnues—the fastest time,
says the Times, made by any steamboat
since the close of the war.
The Tennessee is coming up With a full
load of corn from Evansville, for' Parkers
burg.
According to the latest accounts, in Red
river, there is eight feet to Alexandria, five
and a half on tho shoals, and seven feet,
• thence to Shreveport,-..river swelling at
Shreveport. In Big Black to Trinity there
is six and a half feet. The Ouachita is
swelling above Trinity. • In Tennsas there
is five feet large to the mouth of Bayou
Masson.
The Louisia ptunped out the Petrolia,
which was sunk a few days since on the
little chairi of the Wabash. After being
lighted off she floated down a short Ws
tansig, where she sunk in seven feet water.
•It is supposed she will become a total
wreck, and he the means ofobstructing the
navigation of that portion of the river. •
A St. Louis telegram, under date of
Thursday, says: The weather has chauged
to-day. The rain has ix-en one of the. long
est continued experienced for ninny years.
The rise at Burlington amounts to five or
six feet. 'The river is open to Dubuque.
The Illinois river is steadily rising. There
is twelve feet water to Cairo, and rising
here two feet or more per day. The rates
of freight are unchanged with their barge
line. The Carroll and Great Republic are
loading for New Orleans. Several boats
will soon be seeking freight - for the Ten
nessee river, and one for the Arkans as river. The first packet of the Omaha line
leaves to-day, full of pamengers. - . Captain
Donaldson has arrived from Pittsburgh,
and announces that the Republic, for Now
Orleans, make fourteen day trips
through the season. Captain Shaw, has
sold half the'Minnie to Capt. Doyle, Lite of
Little Rock. The Virginia goes from New
Orleans to Cincinnati, to load for Omaha.
The Cincinnati Conintereiat, of Friday,
says: The Argosy will be here this even
ing, and, return to, Pittsburgh to-morrow.•
Capt. Geo. M. Baker is in the city prospect
ing, having arrived from Pittsburgh' yes
terday.; Copts. Ford and AicPike, of the
St. Louis and Quincy Line, are • also lathe
city, for the pitrpose of looking after.stem
ors suitable for their trade. The St, Charles
having been detained on account of not, get

ling her new smoke-stacks ready, will take
her departure at noon 10-day. , She 'will

The Cincinnati Oazeite, of Friday, has
the'following: The Columbia left for St.
Louis with - a light freight trip, but having

who, with horses, wagons, household goods,
and seeking now homes in the Far
West. She receives 2,000 barrels cement at
