civil engineers may -recommend.
Third—That as a necessary adjunct of
the Improve:tient Of the channel of the
Ohio river, the enlargement of the Erie
canal, connecting said river with Lake
Erie, to a capacityaufficient for the tran a
portation of steam tugs of at least throe
hundred tons, is of the first importance,
not only to the commercial interests of
the country, but also as a military high
way' for the nation in time of war, and
this enlargement is recommended to the
favorable consideration of Congress, who
are urged to co-operate with Pennsylva
nia in aiding and promoting this great
work.

Managers of impeachment the fol
lowing additional article, remarking
there was but one dissenting voice upon
it among the managers, and it hid
only failed yesterday on scenting of titan.

That said Andrew Johneon, President
of the United States, unmindful of the
high diales of his office and the dignity
anti proprieties thereof and of the har
mony and courteslets which ought to ex
ist and be maintained between the exec
utive and. legislative branches of the
Government of the United States, de
signing and Intending to Bet aside the
rightful authority and powers or Con
gress, did attempt to bring into disgrace,
ridicule, contempt and reproach the Con
gress of the United States and the ear
eral branches thereof, to impair and de
atrov the regard and
Congress and legislative power there
of, which all officers of the Gov
ernment ought inviolately to pro-
I servo and maintain, and to excite
the odium and resentment of all
the good people of the United States
against COUgreeiti and the laws by it duly
and constitutionally enacted, and in

said utterances, declarations, threats and
harangues, highly censurable in any, are

dent of the United Stales into contempt,
ridicule and disgrace, to the great Dean
dal of good citizens, whereby Andrew
'Johnson, President of the United States,

guilty of misdemeanor in office.
Mr. ELDRIIWIE *made the' point -of
order that the Managers had no right to
report article. of impeachment, as the
House had appointed a Committee' for
the purpose.
The SPEAFER overruled the point of
order on two grounds, the principal
one being that a member had a right, as
a question of the highest privilege, to
present articled of Impeachment.
Mr. BUTLER spoke in support of his
article.
The article was opposed by Messrs.
GIANFIELD,WOODBRIDGZ and WI L
SON, of /owe, as tending to protract the
trial.

After which the previous question was
moved and seconded, and the House pro
