Under this arrangement let the voters of
each district elect by popular vote their

for by all of the voters of the county.
Whichever of the districts is entitled to
the County"' Commissioner, lot them
nominate him, by popular vote, none
othem voting, but the voters of that dis
trict. Under this arrangement, I . think,
