Mr. TRUMBULL, from the Commit
tee on 'Judiciary, reported a hill to anp
ply vacancies In the Executive Depart
ment in certain cases. He gave notice
he would mil it up at an early day.

DOOLITTLE presented a memo
rial, signed by overone thousand citizens
of Alabama, protesting against negro
rule, and praying for a oontinuanee of
military government over the State. It
sets forth many alleged grievances and
misrepresontations and concludes so fol

down among us honorable men of your
own people of the race to which you and .
we belong, and ungracious, contrary to

surviving officer and en lis ted man in the
military service of - the United States
who served conscientioanly three mouths
in the war of 1512, and who was bosom. '

late rebellion had not adhered to the
caussoof the enemies of the Govarcuneut,
and who can take the test oath, and are

members being present. Thad. Stereos
elated that he wanted to bring the suisieet
of Impeachment to a teat lu the Commit.
tee. He believed that the investigation
bad Fyne far enough, and that the time
had S eem, when some tangible action
should be taken. HO had prepared, he
said, the following report to the House,
and he would now take the sentiments
of thir members of the Comtalttee there-

"The Committee on Reconstruction,
to whom was referredthe correspondence
of Andrew Johnsen, President or the
United States, and U. S. Grant, General
commanding the armies of the United
State, having conelderod the same and
the evidenoe, do report that by virtue of
