The President and' Senate concluded
a treaty with Bassin • for the acquisition
of its American possessions, conditioned
upon thapsyment of seven millions of

'President called the attention of the

EUROPE.
Twenty years ago it was the - fashion
in this country, and throughout Europe,
to speak of wars as Delongtes to an
earlier and ruder age, and to exult in
that development of civilization which
had • lasugurated the reign of peace
among the nations, destined to widen
and deepen until itehould include all
tribes and peoples upon the face of the
whole earth. It =tube confessed there
were appearances in the actual condition
of affairs which excused if they did not
'ratify these roseate felmitations. Upon
the fall of Napoleon the Great the En
's:peen nations found themselves; (sew
parrtively exhausted. The young men
had fallen before the scythe of war, the
emcee of revenge were dried up, and
the exchequers burdened with unpre.
cedented liabilities. After a quarter of
a century of Strife, and tumult, , and
bloodshed, and overturning', repose was
not only-gratefal; ft was indispensable.

But, whatever incidental 'inconve

from 1789 to 1815, there was much In
the retrospect to recompense for all the
sacrifices endured. When the" blOodj

The Roman question is a chronic
source of trouble in Europe; a menace
equally to the progress and the repose
of nations. Some twenty times have
French troops saved the temporalitiee
of the rope, ash the troops of other Eu
ropean nations as often. The failure of
the scheme for a Congress of the pow
ers to adjust this problem on the basset
dictated by France, shows that this peril
to tranquility is now as active as at any
former period.
A fresh crass of uneasiness is added to
per.existing complications. France
and Astarte have entered into stipule
ions for the security of Turkey, of
which Russia complains. She declares,
that if these stipulations
shall be persisted in, the pence of Eu
rope will be endangered.
