Mr. DOOLFITLE offered an (amend
ment to the bill introduced by Mr. Wit
' son on Friday, to allow the adoption of
Constitutional Amanda:nite or cenven

requiring a:majority of those registered.
The amendment makes; the proviso that
persons who did not possessvotingquali
