It elected to resort to measures justifiable only by acts on the part of the Executive, rendering iitpeach. meat proper, and now refrains from .proceeding to Impeachment on the ground that no cause exists of ruffle. lent moment to warrant the employment of that remedy ! . If the President had co-operated with Coagreu in its plan of reconstruction, or if Congress had promptly impeached and put him aside, all the States that shared-in the rebellion would to-day be represented in Congress, on equal terms with the paatetrwhote loyalty was not shaken. The President is primarily answerable for the fact that the Union is not completely re-estsblished. If Con gress is censurable in this matter—as we. doubt not it is—its culpability condole in not dealing with the President according to the magnitude of his offences, and in the method prescribed by the Conatitu- tion. The same reactionary tendencies are disclosed in too objections made by the President to the extension of the right of suffrage to the blacks of the revolted States. He confesses that the blacks "are entitled to be well and humanely governed," but denies that they ought to. have a share in the government to which they are amenable, and to the maintenance of which they contribute. There is no novelty in this doctrine; only 111 the !pedal application of it. In Europe, for many ages, it wu the chief dogma of all despots. They acknowl edged their obligation to "govern well and humanely," but then they were sole judges, each for himself, of what good and humane government consisted in. For the people who had to 'obey govern ment, and pay the cost 'thereof, to de mand the right to vote, was deemed to no radical, revolutionary and destruc tive. That condition of affairs has been so completely outgrown that even Euro pean Emperors are afraid, if not ashainedy to adopt' any other rule, when voting is to be done, than that of Universal Suf frage. Under the Asiatic despotisms, the President's notion of "well and hu manely governing" people, both white and black, without their cement, is In fall blast, but does not seem to answer the endi for which Americana hold gov ernments are rigbfolly instituted among MOIL There was a time when the President publicly annonnard that he would play the part of Noses to the Idea race la this country, not only leading them out of the Egypt of bondage, but securing for them all the rights of citizenship. We do not deny the right of the Presi dent to change his opinions. Bat when a man has proved notoriously false to his professions, and shamelessly betrayed every body who reposed confidence in hies, who aided in his exaltation,, or who rejoiced therein, modesty In asserting his new views, and in censuring those who still abide by his formerones, would serve to avert some of the contempt to which he is justly liable. The President confesses that "enor mous frauds have been perpetrated on the Treasury, sad that colossal fortunes have been made at the public expense." But he fails to acknowledge, as he ought, that these frauds have been mainly con summated through the complicity of revenue officers whom he appointed for no other reason than because they were vocikious defenders of hii Policy and sturdy calummators of Congress. The testimony of the . Commissioner of In ternal Revenue,-before the .Judiciary Committee, is explicit on this point Nor has the President made serious ef forts to bring the defrauders to justice.
