by which wo are to be enabled to meet
our obligationsomd_thLs in the very near
future. Your board in pursuing the
policy of their predecessors, have not
acted without most careful and deliber
ate examination.
The debt of the city of Baltimore was I
rapidly increasing by the annual addi
don of WOW of unpaid interest, which
_amount was for years more than your
whole gross receipts. Business was oiler-
Lng, and there aosemed to be certainty of
a large and constant increase. it was I
then determined, to the absence of rapt- 1
tai, that the net earnings should be ap
plied to The purchase of necessary ma
chinery and the restoration of the road
to good condition, as the necessary and
only means by which money could be
earned for the payment of this interest.
Tho policy has been justified by the re
sult, and the forbearance of our creditors
will, It is believed, ere long be rewarded
by a proper adjustment of their claims.
