Was the Presi dent, even when most bitterly aaeailed, simply making a choice between differ ent policies, either of which he was free to select under the Constitution and Linn ? Was the recent Republican clamor against him like the former Dem oolitic outcry, only an ebullition of party disappointment or rancor?
