IMPgACIIMENT A NUf York correspondent of the Charleston Ovarier, who claims to have definite information, asserts that the President is determined to resist ini. ?who:unit, if it titan he attempted, on the ground that s number of the Elena— torn and' especially Howard, ,Thayer, Nye, Sumner, Wade and Chandler, have already, and in a public manner, expres. sod opinions as to the merits of the cue; that, to this end the President has for months past had certain speeches of these Senators carefully reported; and, if driven to the necusity, will present this record in juitification of any ex treme measures be otaj feel constrained to AdOPt, It hardly seems creditable that. any man of ordinary sense,. and particularly a lawyer , should take this position, which has no color of sup• portal' the Cemstitinion or in common sense. Bat, rimming that the Presi dent is infatuated to the extent of be lieving this attitude to be just and tena ble, it Is worth while to consider it. The President proceeds upon& suppos oi analogy between the organization and functioii of the Senate, when engaged in a trial upon Articles or Impeachment, and a traverse jury, called and sworn, in an ordinary criminal court to try a person indicted for an offence against the laws. Such analogy does not exist . In fact, but only in his own fancy. The laws provide that four times a year, in each county, a primer nu ober of citizens, having the requisite qualifi cations, shall be subpasued to serve as jurymen for the trial of any Issues that may. be pending. Their function is limited to that particular service. Noth ing else is required of them, nor can they officially do anything else. The laws further provide that for &juryman to erpreu an_opinion of the merits or demerits of a particelar rase works hie. disqualification for setting In the panel by which It is to be decided. Thin rule ' bar, indesd, masted from the beginning • of trials by Juries, bet le now generally regarded by most persons competent to fonna reliable Judgment upon it as tin reasonable in Itself and of mischievous tendency. A crime of serious:magnitude Is com mitted ma county. It becomes Merit's bly a matter of notoriety. Inevitably all men accustomed to weigh and de. cfds problems of any sort, come to sumo conclusions as the evidence adduced seems to warrant. The floating evi dence may reeede or accumulate from day to day. Corresponding changes are wrought in the opinions of men to whom knowledge comes. When the case comes on for trial, the mindset judges, jurors and spectators are swayed to and fro as the train of evidence Is pre sented, until the whole that Is known Is brought out,. road then a decision is reached, If the evidence is sufficient for that purpose; otherwhie the case is de. termined by the doubts that perplext. i in by far the larger number of i nstances men who had previous knowledge ofihe person impeached, of many of the details of that transaction under review, sad • who have expressed opinions as to the gniit or innocence, right or wrong in volved, am more competent to reach a correct decision than men who have lived in presence of the event without taking Lay Interest in it, or who have heard mach of the evidence Without giv ing expression to a judgment upon it. liesides, r if there is a point worth maintaining is the matter of pro-jog• merit, it is note() mach that it has been eipiesseci as that it has been formed. Men who are cautions in giving atter- ance.to their pre-judgments, are quite as llkeiy sa Where to form them, and to be swayed by them against evidence that may be sabsonnenly submitted for con sideration. • The - safer plan, therefgre; appears to dim get such men- for Jurymen as par- tlesiddgant would select for arbitrators, which L not . often done, and then ask no 4ttestloss as to what any one of there may ban known, thought or Baia of a cue previously to entering upon the trial thereof. A. man At to serve as juror will have any erroneous estim►tee he msy have fanned through defective knowledge effectuelly corrected by the evidence disclosed. The frinctron of the Braude when sit ! flog to determine equation of Impeach ' most is peculiar. The Constitution de. clues, Article three, section two, clause three, that impeacbmenta shall not be . tried by juries. Such trials, therefore; donut fall under any of the rules by which juries are impanneled or con trolled. No larger panel from which e smaller one can be selected fs provided by the - Constitution and lowa The Senate, as it may chance to be conati. toted at the time, has the disposition of the matter laid anon it. None of it. mcinbars can be excused or set aside. Thai are all jurors. Nor pis any legal obligsdon laid on them to approach this special duty without having beforehand impressed or arrived at a definite judg ment respecting the matter. Other do ties with,-which . .hey are distinctl) charged, and which employs them moss of. the Wise, makes suthroticence almost if not quite bnposaible. A number of clergymen met for- Conference in 1799, resulting in the" formation of this Society. 41 the time it was organized the Church of England was enveloped with ealimitons dream-, stances, so that very little success at firit attended the efforts of the Society. S t . sides the dark period at home, there was positive opposition to the extension of the gospel. In the West Indies; opin• ion and practices, • which had the force of law, precluded seven hundred thou sand slaves from the light of the truth. Not until 1813 was Christian teacher permitted, as such, to enter India. For several years very little was done by the Society beyond holding an organisation: Note single missionary- bad. In 1614, four teen years after its organization, one mission was established, and the income of the Society was $14,155. Next year It rose to $50,000, and the year follow leg to more than $78,000. New fields of labor were opened, and gradually the income continued to increase. In 1810, the twentieth year, it was over $135,000. In 1829, the thirtieth year, it reached $265,000. In 1843 the gross receipts were .$565,500. The Society , has now reached its sixty-eighth year. It num bers fully fifty bishops of the Church of England among its supporters.
