TAXING MONEYS AT INTEREST

By law of Pennsylvania all moneys at
Interest are liable to assessment for
State, county, city, borough and town
ship purposes. To such taxation theta
ran be no valid objection, so long as the
rite is reasonably, and ouch discrimina
tion is allowed no not to tax the same
property twice, as is now done 111 the
case of mortgages upon real estate. Bat
the latter point la not the ono we ••now
care to consider. In ono of the counties
In which we pay taxes, the taxation on
moneys at interest exceeds the full
amount of income legally derindleTrom

Besides this the United States lemma
tax on each one thousand dollars so in,
vested la three dollars, making an aggre
gate of sixty-five dollars taxes on every
sixty dollars of income received.
Under this condition of things, three
tendencies are developed. The first
tendency is the withdrawal of loans by
men whose sense of uprightness will not
allow them to evade the laws by false
returns. Such men will not lend mon
eys- for nothing; much legit pay-five dot.
tars a Year on each thousand for the
privilege of accommodating their neigh
bors with means. The second tendency
is the rendering of false returns by men
who feel they, are fairly entitled to ebme
remuneration for moneys loaned, and do
not mean the whole income, or anything
like it shall be absorbed in taxes. As
sessora, too, perceive at the iniquity of
the law. and co \ anive at Its violation.
The third tendency is - the demand for an
extortionate rate of interest by men who
ara trilling to loan, brit not willing to
concord their income and defraud the
revenue. In this way men whose no
chew:ties compel them to resort to bor
rowing are constrained to pay the lender
at least lawful interest, andin addition
to pay es lunch more to cover the taxed.
Thus the law operates as a sort of
penalty on - comparative poverty, or on
the enterprise that induces business ven
tures beyond the amount of capital actu
ally in hand.
The other feature of the law to
which allusion has been made as ant).
ordinate to this, may as well be briefly
considered. A. man sells real estate,
stipulating to take - his Tay in install.
ments. His claim becomes at once
money at interest, and taxable as such,
and at the same time the property con
veyed is taxable in the hands of the pur.
chaser in like manner as if It had been
paid for. This is virtually taxing the
gams property twice; which is clearly in
violation of all sound principles.
It may be alleged that taxation in the
county cited is. exceptionable. The
borough and county bonds, to ,cancel

purpose of paying bounty volunteers;

from enterprise in erecting new build
ings and petting up the grade of the

In many of the counties of the Common
wealth. Similar results are likely to bo
disclosed in any. Making, however,
whatever abatements may be deeined

moneys at interest, when duly
end paid, amount to th rca querters as

the Legislature to change the law in this
regard, end impose upon moneys loaned
much less rate of taxation, which shall
generally be felt to; be reasonable, and
conduce alike to the welfare of borroiv—
nu and lenders, and not be promotive
trend, chicanery and concealment in
making returns to lase:more. •

obliquely, deSecta toward Fulton; after
crossing prospect near Its Intersection
with Fallon it terminates finally in the
block which Is bounded by Felton, Pros
pect, Sands, and Washington.
Between the two termini the whole
length of the bridge'. is. stated at 5,662
feet, 'though this may vary after the
Brooklyn terminus` shall have been
finally located. Of this whole length,
8,480 'feet. will be suspended in three
openinga. The central span will cross
the river from pier line to marline, with•
out impeding the navigation, in one eon !
sle span of exactly 1,000 feet from cen
tre to centre .01 tower. From each
tower toward the land aide halt spans
will be supported by the land cables, 040
feet long each, messming from the cep.
tre of the tower to the face of the anchor
walL -From the anchor wall on the New

anchor wall. to the Brooklyn terminus'
measures 8.37 feet. The arch Over the
river will be 150 -feet above high water

crossed by Iron girders, at such eleva
tions as will leave them unobatructed..
The iron fuming which forms the poor
of the bridge will he eighty fest in

roadways for trncks and other ordinary
vehicles, passenger railway tracks and
footwalk for pedestrians. Hr. Rotbling
estimates that 000,..009 - persons could be
