Four classes, it is said, will beexcluded, embracing only a few of the higher military and civil officers of the so-called Confederacy. All men of sense are agreed that Uni versal Anancetyouglit to be proclaimed sooner or later. The real question is when tt can be done most expediently and to boat effect.
