PROCLAMATION OF AMNESTY
It is probable the President will tit
day Imo e Proclamation of Amnesty
exempting from pains and penalties
nearly all the persons concerned in the
rebetion. Four classes, it is said, will
beexcluded, embracing only a few of
the higher military and civil officers of
the so-called Confederacy.
All men of sense are agreed that Uni
versal Anancetyouglit to be proclaimed
sooner or later. The real question is
when tt can be done most expediently
and to boat effect. We have steadily die•
coaritemanced sweeping and long con.

certainly as able lawyers in Congress as
the President or any of his constitutional
advisers Yet we incline to the view
that on this point they are wrong and

to remit penalties sad forfeitures. He
gets it from the Constitution, whence
Coignes obtains' its authority. If we
are right in so thinking, we have here
another instance of failure on the
part of . Congrese by stretching its pow
ers to hold the President in check, when
It should hare dealt with hint directly by
impeachment.

mlasioner Rollins has become quite
warm and arching. It is said that the
President favors the removal, but that
McCulloch is opposed to lt, and has
strongly urged the President not to heed
the hue and cry now being made against
Rollins. Thurlow Weed addressed
a note bearing on the Subject to General
Grant, in which ho roughly bundled
Colonel Hillyer, Revenue Agent at New
- York. This evinced a tart. reply from
the latter, and in order to furnish the
reader with a specimen of sharp writing,
wa republish the correspondence u fo.-

A gentleman belongtug to the staff at !
the Royal Victoria Hospital, et Nedey,
took a long walk in the neighborhood of
Southampton. recently accompanied by
his dog, a tine Newfoundlander. In the
evening he missed some letters from his
coat pocket and his dog. The latter did
not surprise him, as the dog often
wandered from him in his walks. The
next day the gentleman felt annoyed
and puzzle. at the loss of his letters, end
thoucht it possible be might have drawn.

I kerchief during his previous day's walk.
He resolved, therefore, to repeat the
walk, for he mt4t have dropped
the letters in an unfrequented path, and
they might be there cull. About four
miles from the hospital he came sudden•
ly open his dog lying on tho ground,
with the letters close by. The dog must
have lain clops by the side of the letters
