GENTLEMEN :--I had supposed, from
my long connection with the Pittsburgh
press, that my position on the Railroad
question 1 / 1 5 well understood; but as
some attempts have been made to repre
sent me as inimical to Pittsburgh inter
ests on that question, I cheerfully re
spond to your suggestions.
Those who are brollies with the com
mencement of the controversy between
the Pennsylvania Road and the mer
chants of. Pittsburgh, growing out of the
unjust discriminations of the former
against e latter, can - bear- me witness
that tee mthe drat I tooh a willing and
active part against the rsilroad. At an
early period of my editorial connection
with the Pittsburgh Baratta, oottunen
clog in 1851, I became Sally cognisant
of the Injuries inflicted upon the bud
nese of the city by the course pursued
towards its merchants by the Pennsylea
nisitailroad Company; saw the

end thriving commission business it one
time -carried on • here; prostrated and
rallied by dhoti:illation& In favor et
cities east and west of us; saw large
floating mills compelled to stand Idle be
cause grairtrwas carried through- our
streets at a cheaper rate, poi rata, for
eastern competitors than for Ahem; saw
the commerce of the city injured at al.
meet every point by the persistent refit
sal of the railroad company to heed the
, complaints of the sufferers; and seeing
all ti.ia I felt impelled ao a public Jour
nallat to expose and oppose these dis
criminations, and to point out the injury
they were doing to our commercial in
terests-. . and for many year., as the files

opponent of railroad exactions and op
pressioni; and I refer with some degree
• of pride to my editorial course during
the period extending from 1852 to 1868,
SS conclusive proof that I have always
been in bill accord with the mercantile
oommattity on this question.
At the t e.h...thls controversy began
there w thrill routes to the oat over
which a competing railroad could have
been _built; the first by a conneetion,ol
the Alle g he ny Valley _ with The Sunbury
and- Ede Road; the second through
Southern Pennsylvania by Bedford and
Chazabertburg, and the third by the Con-.
nellseille Road to Baltimore: - The Penn
sylesnia Road, well brewing that com
petition by either of these routes would
dtatroy its monopoly -and. compel it to
carry tor our people •at -fair and equal
rates, cautiously but tummy. proceeded
to close all three against us. Its first step
wee to get k controlling Interest in the
Cumberland Valley Road, which broke
an important link in the Southeinroute•
It next obtained, posselation of the Sun.
bray and Erie Road, thus closing the
Northern route. It then obtained a
charter be the Southern Pennsylvania
Road, and one of its officers subscribed
for a majority of its stock; thus Oben
ally closing the Southern route; and
-then it forced the repeal of the Connell/-
villa Railroad • charter. Thus every
route to the east by which competition
- was pendia* was b..bd up against, us
by -the - -Pennsylvania Road, and the
• monopoly of that road rendered secure
as long as it might be able to control the
legislation of the State. It hes, there
fore, not merely-to answer for the injury
radioed by its discilininations against
the commerce of the city, but for delib
erately closing every possible avenue of
competition- . '

nresaive monopoly, is a Free Railroad
Law, which will open the way for capi
tal to Construct railroads wherever they
promise to become' profitable; ''For that
mean* I am now, and have always
been, an ardent advocate. From the
commencement I have given whatever
aid I could towards the formation of a
healthy public sentiment on that !subject,-
and, whatever pcaition may occupy,-1-
shall continue to give my best efforts to
its success. There is no public mew=
that enlists my feelings more strongly
than this; and esteeming -It vital to the;
best Interests of the people of this State,

There are few of the expressions now
adays used to distinguish various aorta
of rascality, which would more mislead
one who heard it for the first time, than
that of "confidence game."' The ordi
eery siceptatlon of the word is very far
from the criminal meaning which has
been attachedto it. There has not been,
however, a great deal of cunning dis
played in this sort of roguery, coluider
log the number of people who have been
deceived by it. The operator proceeds
on the assumption that his victim is an
arrant , fool in regard to such matters,
and lament cases he is quite correct. It
seems as if certain persons had branded
upon their features the fact that they
could be gulledj , hy any one who came
along and salted that he had a draft
which he was unable at that moment to
get cashed. •
That unlucky man with that draft
He has been written up in all the papers
In ail the places In this Union. Those
papers have a very extensive circulation.
Yet it is safe to declare that tomorrow
'at least one man will appear at the Cen
tral Station and aesire Meanest of some
drover, trainees man or stranger, eager
to leave on the afternoon train. The
onlyvlow to be taken of the case is, that
just so many fools will be born yearly,
and that all attempts to wean them from
folly are vain. They must run tLeir al
lotted course; live as their fathers lived,
and die as they died. No legislation on
the part of Congress or any popular body
can make them wise.
It is not necessary to go Into a disser
tation on the different stylus m which
the confidence is conducted. They are
known to all who read the papers, and
It is useless to name them foe' the benefit
of those who do not read them. Bat It
happens that at this moment there is an
unusual prevalence of this sort of thing
In Chicago. This kind of crime is at
the flood. It roes and falls in accord
ance with some law which no one has
yet discovered. It will increase to en
inordinate pitch, and then, numerous
arrests having been made, die away. It
will be fora time the fashionable mode
of obtaining money. Then it will be
replaced by the more chivalric and daring
style of knocking t. person down and
relieving him of what he has, without
elan the. teems.' security of a bogus
check..
' But there enema to be a reason why
this confidence game is being played so
generally at present, and that is a recent
decision of the Honorable the Judge of
the. Recorder's Court, who practically
decided that It was necessary for a yer
son to be caught red-handed—in the very
act; to insure conviction. .130 long as he
was on the threehhold of sin, so long
was he safe. This kindly ruling has
naturally encouraged these individuals,
and they feel a IieIIENI of security which
they never enjoyed before. Ea for the
present they have abandoned all other
modes of labor,.and devoted themselves
to the profitable task of passing off value
less drafts onunsuspectMg, very unsus
pecting, stranger". Bow long this state
of affairs will continue cannot be mid—
probably until that decision is reversed.
Bad as this state of affairs is, it would
be well were those individuals the only
"confidence men" In the city. Unhap
pily they are but a fraction of them. It
is correct to say , that all who live by e
petty swindling of men are dealing in
the confidence game. Ever* placarded
beggar who appeals with closed eyes for
charity, while in reality be can see ea
well as most of those who glee him
money, is practising upon the confidence
of his fellow creatures. ; The well.
dressed man who steps into- business
offices and represents himself. to he - the
agent of some unbeard-of benevolent en
terprise, is no better. These advertisers
of nostrums, these planners of fuel socle
tiee,these :stealers of the future, these
broken-down divines these children
with starving parents; all belong to the
same mend class, and all deserve a little
1 wholesome chastisement •
Some of the members of this organt
zatitm attempt to cloak their real occu
pation by calling themselves by the
name of peddlers. Provided with licen
ses, free or paid for, they hawk through
theetreet articles hich they know lobe
unfit for human use, and for which they
demand prices so low as to tempt inex
perienced tousewlyes. More dangerous
are they than their otherbrethren. They
not only deplete the muse, but they are
apt to-Injure the body. Matches that
will not light; books that will not be
printed; linens that will come to pieces;
china withilaws, and a hundred slmilar
articles are hawked around. They are
found in every meet, and at the door of
every house

connection with stone breaking, if noth
ing else. But it in probably not possi

men extends through all branches of so.

cannot be arrested and an attempt made

The developments in France of late have
been from the discoveries of bituminous
shales from which the oil is produced by
distillation. Borne of the deposits, how
ever,
are more of the order of corn- '
pressed and compacted peat, whose veg
etable fibres ore still visible. If Europe
continues to open up these means of sup
plying herself, the plenty over there will
put a atop to one portion of our trade
which ought to be ended—the export of
crude petroleum. Only a few weeks ago,
occurred another frightinl explosion at
sea by which, without warning, half the
deck of a vessel was blown into the air,
and the hold exposed to view a raging,
fiery forum. It is Impossible to fill a
vessel with barrels of a. constant genera
tor of inflammable gas In such a manner
that it shall be safe from explosion. It
would be bad enough if the vapors aria
lag from the exuded contents of the bar
relit yawed away with the vessel's mo
tion- but being heavier than air they
sink, fill the bold, and make the vessel a
gasometer, more dangerous than if laden
with gun powder or nitro-glycerine.

to be prohibited by law, and enforced by
authority, both general and local.
