it Is not easy to see what better plan can
be devised. On a large class of matters,
• therefore, the members from a county,

the representatiVes from a county are in-
telligent,niert., assiduous, and, above all,
if they maintain a reputation free from
suspicion of sinister influences and In
ducements, they become both efficient•
and potential.

county-always to have Boma, good men
in ita delegation. But, nn all hands, the
confession meat be made that, for a se
ries of Yeats, at least, the delegation, as
a whole, hat fallen below the require
ments of theease... This was emphati
cally true -In respect 'to the last Legisla
turs... It Is not . .our purpose to hold either
of t.l.e Senators or any one of the Rep
raentatives up to harsh animadversion.
Such a course, is not necessary to the
end we have In view, and would be un
congenial to our disposition. Whatever
• deficiencies were manifest in the delega
tion are, so far as relates to our present
,
• purpose, to be laid rather at the doors
of the Republican party than at the
doors of theindividuals selected by that
party for representative positions. The
delegationwas by no means such as the
county ought to have sent. It - maybe
''• . said the members did the best they could.
The peeler answer to that is a delegation
ought to have been selected with ability
to do more.
The blnme is cast either on the - party
machinery or on the leaders who manage
it In justice, perhaps both the maehine
and the engineers who control it, are de
serving of censure. If the machine
tiamot be made to turn out a better job,
then there would seem to be min use In
having It, and keeping it running with
.much expenditure of time, patience end
money. This much is clear, the ma
chine must do better, or the people Will
smash it, as they ought to do. If the
• fault Is not in the machine, an we think,
but In the carelessness of the engineers,
then the engineers must be aroused to a
proper sense of the bad wotk done, and
be induced-to give matters an overhaul
ing; so that a fresh start may be taken.
Bat; whatever fault may be found with
the machnie itself, and whatever criti
crime may belauxiched at.the engineers,
we apprehend that the masses of the
Republican party ate more to blame than
either or both, many fold. They take
no pains to bring out the men they want.
