EDUCATIONAL PROGRESS OF TILE
Whatever theology, or science may
affirm as to the original the human race,
or of the various tribes of 'Which it is
composed, there is little or no doubt as
to the fact that hitherto the blacks have
tailed to develop a high order of civiliza
tion, or even a condition of society de
serving, in any true,sense, to be called
civilized. All the other races have at
tainedeertain stages of Intellectual and
moral elevation, according to their re
, sPeCtive genius. The progress has
!.-been normal' and spontaneous—from
, within. „But the • blacks seem to have
remained; with individual exceptions,
' stbstantiallY what they were at the be
ginning. They have neither originated
nor aPpicipriated knowledge beyond
those ruder forms specially _adapted to
support animal life.. Reports have been
elrealited, from time to time, of the ex
istence of ribes of blacks, In remote
corners, that t had advanced farther, but
diligent search has failed to, make the
''discovery certain.
In consequence of these discouraging
bets, it has been assumed that the blacks
bad no aptness for learning, and that by

looked for qualities. At first they ex
periencdd a sort of bewilderment. The
boon of Freedom; was so great, came in
a manner. so. tnexpezted, and with at
tending circumstances of such grandeur
and impressivenessilllat the recipients
of it were staggered and delirious. They
felt that Liberty was the most precious
of mundane rights; yet did not appre
hend in what it consisted, norirtewhiri;
stations and responsibilities attended it.

Mr. ALVOBD, the Superintendent of
Colored Schools, reports to General
. Bows= that there are under the auspi
ces of the Freedmen's Btutan 1,207
,schools, employing 1,410 teachers, and
instructing anaggregateot 77,998 pupils.
But this 'embraced neither the totality
nor the best part of the educational
morisment. In speaking of Texas, the
liopertintendent says: -
"Many small schools in °bemire pla
ces are scattered through the State,
taught mostly by colored people who
lave obtained a low degree of elementa
ry knowledge; but these are not repor
ted. It is supposed that at, least ten
thousand colored persons, old and young,
have learned to siril and read in Texas
vitt& tJae- year.' •
If the eame zeal for knowledge has
been manifested in the other States—and
numerous facts indicate it has—more
progress hes been made Independent3y
of the operations of the Bureau than
through tie agency. This independent
improsetherit is altogether the most val
uable.. It shows the blacks are not sim
ply receptive .of -what is, so to speak,
forced upon them, but .are in eager
quest after instruction.

As nearly every school with a white
. person for a teacher had proved a failure
in this vicinity, I determined to test the
_matter thoroughly... therefoln induced
a young negro woman to establish a
school at a point which world be conve

. -spensible for the rent of the house in
case she did not pay for it. The school

months. Theparents (common plants.

children, but have also paid:, each month,
the price charged for tuition out of their '
hard earned wages. The average atten

age from Ave to thirteen years. I have
never seen better order or discipline; and
at an exunination the other day, without
any previous warning that they were to
' be examined, I beheld as great if not
greater: progress than I ever saw in any
elementary white schooL
I would remark, too, that the text
books used in the school forma most
laughable medley, for parent and - patron
were too poor to purchase new books.

this experiment, viz: that with very little

Traders, and that they, with the jobbers
of their goods, are

The report of the Director of the Du
man of Statistics for the month of April,
1867, has just been published, showing
the statistics of the commerce and navi
gation of the United States, up to the
31st of March last..
The value of the imports of foreign
commodities for the nine months ending
March 31 were $306,083,833 for the
three months ending on that date were
$94,754,462. and during the month of
March were $31,082,119; of which
amount $27,954,743 was dutiable, and
$3,127,376 free of duty- •Of the whole
amount Imported inklarch goods valued
at $18,606,584 were entered for consump
tion and. goods valued at $12,475.635"

cipal articles were:. Coffee, $933,-
6EC; cotton manufactures, $2,022,394;
flax and manufactures thereof; $539,180;
hides and skins, $1,237,394; iron and
steel, and manufactures of, $2,112,526;
silk and manufactures of, $1,528,735.

The exports of domestic commodi ties
for the nine months ending March 31
were $308,788,633; the exports for the
three months ending on that date amoun
ted to $133,882,777, and the same for the
month of March to *45,512,140. The
principal articles exported were: Bread
stuffs, $2,017,789; cotton, $31,301,779;
cotton manufactures, $381,383; gold and
, 'silver coin, bullion and manufactures of,
' $1,679,025; lumber and manufactures of
wood, $1,443,854; petroleum and, other'
oilsi $1,577,224; provialons, *2,037,897;
- Siam and turpentine, $215,035; tobacco
and manufactures of, $744,194.
The value of exports of . foreign mer
chandise for the three months ending
March 31, were $3,985,499, and for the.
month of March, $2,272,198.
The commercial reports, while con
firming the vast extent' of our foreign
trade exhibited In these statistics, show
that the large proportion of It is done
in foreign bottoms. From Bergen, in
Norway, our consul reports - the arrival
of but a single vessel from',the United
States. Oar consul at Laguaym, ;Vene
zuela, also reports the arrival of but-one
' vessel Our consul st St. Sohn's, New
Brunswick, reports a remarkable falling
off in the shipments of lumber 'to the
United States as compared with the same
period last year. The report of our con
sul at --Melbourne, Australia, shows
24,300 tons of shipping in port with'933
tons .belonging to the 'United States.

chases of silk, velvet goods, and other
articles of luxury to the extent of near
ly one-half, as compared with last year..
The communication from the Hanseatic
charge d'affairs exhibits a gratifying in
areas° of trade between the United
Stetes and the port of Bremen, as corn—
with last year. Statistics of the
shipmetss of textile manufactures from

exhibits a night increase over last year.

above except Uncle and bullion, are. in

last Thursday. Ott Friday morning six
of them came (lowa the valley, and when,
they arrived opposite Slatington, began,
in. various ways, to interfere with the la
borers at work along the road in that
neighborhood. They then_ went Into a
house occupied by a family , one of whose
members is a young msm in the last sta
ges of consumption, *md, after abusing
him verbally, rushee., u p on hi m w ith t h e
intention to do tur.i bodily harm, but he
avoided them by' running up stairs. In
the same roe:m was an aged insane
woman, who was then attacked, When
the laborers on the railroad, mostly Ger
mans, were called to oust the intruders,
but before' hey could enter the house the
rioters rushed out andattacked them. iA
sub-boss, named Baer, became engaged
with two of the rascals, and they cut
and mutilated him in the face in a hor
rible manner. They then turned upon
an aged and infirm man, beating and cut
ting him in various parts of the body,
and then entered his house and stole a
shot gun. After committing these out
rages they proceeded on down the val
ley, but a party of four citizens followed
in pursuit. At Slate Dam, pressed by
their pursuers, they . swam across the Le
high—and, in crossing, lost the gun they
had stolen and the knapsacks of clothing
they were carrying. Their pursuers pro
cored a boat and followed them, and, at
Laury's Station coming up with them,
the rascals sought refuge in a house,
where they were captured. They were
taken before John M. Dower, Esq., at
at Cherryville, where they gave their
names as John Fleming, Mad. Malone,
John Balser, John Mey,•Wm. Fleming,

they were committed to Jail at Easton.
