Mr. ALVOBD, the Superintendent of Colored Schools, reports to General . But this 'embraced neither the totality nor the best part of the educational morisment. In speaking of Texas, the liopertintendent says: - "Many small schools in °bemire pla ces are scattered through the State, taught mostly by colored people who lave obtained a low degree of elementa ry knowledge; but these are not repor ted.
