CO.NSTITCTION! , !
It has become fashionable for Demo•
mats of both the great geographical sec—
tions of the country to si cult dithe ication•
Constitution as something- so venerable
and sacred auto hold an unique position
midway between enactments having
their source in Divine
, inspiration, and
those
_having their root in human wis
dom. Without claiming for it precise
ly a heavenly infalibility, they exali it
aboVe all purely earthly productions, and
hdld it to be a species of sacrilege to sub
ject it to revision, so as to meet the
growth of political society 'and promote
and defend the new wants of multiplied
pOpulatiOns. If the Democrats of either I
of these great sections had iu years past
and gone, evinced the same high respect
for the Constitution, their present as
sumptions of regard for it would stood
inn different and better light than it is
• now posSible to view them. While
their real and devotion would Lave been
ranked among blind : infatuations, they
would have received credit for feeling
what they professed. 'Now they fall un
der the imputation dprofessing a senti
ment they do not cherish, and claiming
a degree of civism Which is not in their
natures.
For thirty years, in contradiction of
the plain l e tter of the Constitution; of
cOnteniNraneous exposition, and of leg:
illative and judicial precedent, ,they en
deavored to educe from the instrument
the most detectible despotism that ever
afflicted any portion of the human race.
Failing in this, they labored so to 'con
strue It as to emasculate all its power
and authority, and make its overthrow a
pastime., Failing in this, likewise, they
made furious War against it, no? with
ayords ' but by • powerful armies—
,the Southern portion of them, openly
and in the face of the. Sun;. the Northern
portion, covertly and by stealth. As
they succeeded no better 'in this, .they
have changed their tacties, and pretend
to be to enamored of the Constitution as'
to ho able to give no rest to their minds
or bodies through intense anxiety t 9
plead for it, to swagger for it, to de
nouncefor it, and to do everything else
except to regulate their conduct ana doc
trines in conformity with it.
.Now, we never Lave pretended any
siich consuming zealifor the Constitution,
;tor the simple reason that we have-not
felLit. The Constitution is only a law,
enacted with uunsinal formalities. The
product of human intellects, it partakes
of the' infirmities of the minds by which
it wiss framed. Like all mundane things .
it becomes effete, more or lees, in its dif
ferent pirts, and needs reinvigorating '
by lopping away the limbs out-grown,
and engrsiting new provisions, suited to
the fresh fequiretneuts. This was the
view Ne.. JEFFERSON, when he said eve
ry nation needed a revolution every
twenty years...• Not that Ina supposed a
struggle of; arias was essential every
two score years to purify political insti
tutions. I There are other and healthier
revolutions than those of violence; revo
lutions that grow out oh advancin4 ideas
and elciiating sentiments. These are
normal in their Origin and development,
_corresponding with the gentler and more
beneficent prOcesses of nature. It to in

The present 'Constitution of Pennsyl
vania. was framed thirty years FIZO.,
Since:then, though some changes have
been made in it, there has been no thor
ough and searching' revision. It needs
a general overhauling, and would bet it
If a Convention should assemble. The
late Legislature was pressed to provide
for the election of such a.hody ; but the
plunderers, inside and outside the cham
bers, perceived that by this step their
craft would be endangered, both inime
diately and for all the future. They
took alarm, and suppressed. the move
ment, lest the source of their gains
should be cut oil. From this, people of
the Commonwealth ought to take a hint.
The only cure for Legislative corrup
tion, which has become so pink and un
blushing as to scoff at exposure and defy
responsibility, lies through such a change
as shall make all who hold or want cor
porate franchises independent of tie
General Assembly. The brokers of leg
. iOalion,L and members who traffic in
votes, wallnever voluntarily relinquish
'their portunitias. A power which
• they dude not resist must constrain the
order fi r a Convention, and thee the
people eau apply the remedy.

ventioe of conservatives at Nashville
were forced by threats from the whites
not only to attend but to take prominent
part in t i pe deliberations of that' body.
