thought it a little strange that Mr. Ash
ley, of Ohio, should have attained a
place of some command and influence
in a Congress so able as the Thirty.

tainly not a man of great mental parts.
He has a round chubby face, looking out
of a vast roll of hair; carefully, and I
might say, intellectually disarranged.
If, like Samson's, his - strength lay in the
abundance of his hair, then Indeed tho

Mr. Ashley is a fat man, with more oil

but his powers of analysis are far from
effective. He scales all around his sub
ject as a bird on the wing eyes a corn
field in which the scare-crow warns of
danger. He is a man of loud voice and
abundant action, not only on the floor of
the House, but el.ewhere. I never could
understand why lie should have been se.
lected—if, indeed, anyone was selected
—to make the pronunciamento against
the President, charging him with high
crimes and misdemeanors, and impeach
ing him therefor. The impression - on
the public mind was that, Laving gone
thus tar, she would be an active agent in
bringing (onward or arranging the proof.
That, however, was devolved on far abler
tueu—tLose constituting the Judiciary
Committee, among whom_ts_ that orator,
jurist and scholar from your own county,

I am not to be understood as casting
the slightest imputation upon the fidelity
and honesty of Mr. Ashley. Far from

Now as to the impeachment ques
tion, no more Important one' could
of course have been brought for
ward. •It - is a matter of common
and well founded rumor that IA
many things the President has acted
contrary to law; that he has not taken
:care faithfully to ()Semite them as he is
isworn to; that many of the wdret ene
mies of the Republic have found a friend
in him, and many of Its best friends att
enemy. The point' is to show these
charges to the satisfaction of the jury;
to trace the thdividttal and specific acts
complained of to his Excellency's door,
in such a snug way that he cannot lay it
anywhere else. .
: Now, my indictment of him takes a (Ef
ferent form. I impeach him before a
competent tribunal of demoralizing the
public mind: That, under certain re
strictions, he holds In his hands the ap
pointing power there can be no doubt.

think he cared whether or hot he acted
well or wisely in his appointments for
office in your community, for example?

opinions may be,or that in this regard it
is worse with you than elsewhere. And
that is in fine tie fact to which I . would
direct attention, that over the broad ex
panse of the Republic the same sort of
appointments have been made as were
made a good while ago in your city.
The modifiedeondition of things by which
the "dead lock" was broken is not much
better, if not worse than the pure • 'cop
per" basis on. which the late Senator
Cowan pledged himself to "run the ma
chine" In Pennsylvania; for what more
lamentable fact in the history of the
times than that men , go up in pairs to the
official shambles and agree to "call dog's
meat mutton" fin- the sake of the gar.

in this country, on the principle that all
men, out of Connecticut as well as in,
have their price—the motto of Shafts
bury, who livid in an age of misrule,
and who, like the unjust judge, boasted
that he neither feared Doti nor regarded
man—this Is la spectacle of sorrow, in
deed. It is the time for every honest,
fearless press I to speak out in unstinted
condemnation, and though no legal tri
bunal is established under which the au
thor and pr tooter of all this venality
may be biou ht to justice for this per
petual assault upon the public morality,
