BLACK SUFFRAGE,
No other contemporaneous movement
affords so admirable a study of the effect
of political changes upon personal char
acter and conduct as that presented in the
extension of the elective franchise to the
black population of the United States.
If any.republican hash failed to watch it.
closely, and to full consider therarious
manifestations otopinion and feeling to
which it has given occasion, he has
missed a line oppor4nity both for in
struction and amusement.
At the North democrats may be rough
ly distinguished as those who have com
mon sense and those who have not. The
• former class perceive that the admission
of the blacks to all the political privil
eges enjoyed by the whites must follow
as a necessary corollary from emancipa
tion. 'Four millions of people possessed
of peraoual freedom, and living under
pnpuler government,' cannot be puma=
nenSy shut away from participation in
political concerns. The current of events
may;.. indeed, be obstructed for a while,
but the impediments are sure to be swept
away,: when the current will resume its
flow with increased velocity. They see,
moreover, that a professed democracy,
based upon distinctions of caste, is an
anomaly—a gigantic laypecrisy - that can
-not endure. Not meaning to stay in a
hopelessa minority forever, if they can
help they insist that combating the

. priation, it is fair to infer, without much
evidence, that the Contemplated .appro
priation this year covers alarge swindle.

such sort as to be evidence, let it "speak
right out in meeting," naming the men.
But we-venturit the opinion, deduced
from general principles, that whatever
swindling is going on in the Legislature,

members of both parties are concerned in
it. 'The plinderers care little for any
party, except to as instrument for secur

Masses. EDITORS : There ate very
wide varieties of style and speaking in
a body constituted like our house of
Representatives. There the rough, high
voiced, but:comb speech-maters who
saw the air and pluck up their sleeves
and grow hoarse;there are the heavV,dttil,
solid men who read their fulminations
with soporific effect; there are those who
like Burke "speak essays" anti like Pitt
make his "essays only written speeches.
Of the buncomb class is Chanter, of Noir
York, a round-headed son of the Emer
ald Isle, who gives thd Five Pointsoriew
of all questions as often "on an average
as twice per diem. Re has a sonorous
voice, ringing loud above a tumult that
never ceases on account of his rich Irish
I brogue, once so sweet to the ear of Gen.
Scott. Yet Chanler even occasionally
from a vast mass, of chaff plinks a grain
of wheat or cora and exhibits it wonder
deringly to the world, with exclamations
of surprise wide-eyed as those of liule
Davy Horner, who as history records,
excavated with primal digit, while !seat
ed by the paternal fireside and among tie
household "Pennies, the moist and spicy
plum from the welcome dish made and
named in honor of the day of redemp-
tion.
Then there is the style...and manner,
each quite peculiar, of Hon. James
Brooks. He evidently feels it incumbent
upon himself to redeem his character
from the aspersions of those who quote
twholo acres of newspaper writings of
his, dating back to 1831. Then ha was,
to his honor be it said, an abolitionist.
Having then seen, be is now wilful iu
his blindness. I,e is as the man In the

misery. Mr. Meeks% a stout, well-fed,
moon-faced gentleman, with eye-glasses

dustrious air. He is the recognized
leader of the "Democracy," and Is as
watchful as a lynx. There is to the
looker-on an element of the ludicrous in
all his speeches. partly because they ate
loaded with' allusions to the Jacobins
and the History of the French Revolu
tion. No names more ready to his
tongue than Gironde, Tiers-ctat,
I Robespierre, -' Denton. The Republican
: party of to-day is to him the Jacobin
fart)! Standing by the side of lion. Mr.
Morrisey,. fresh from the prize ring and
the faro bank., consulting with lion. .1.
Wood on questions of loyalty and finance
—Mr. Brooks denounces Hon. Thaddeus
Stevens, Geo. S. Boutwell and their coin-
peers as puee-breakers, misettlers of the
public finances, and blood seekers! Pic-
tare to yourself Mr. Morrisey, as he leans
upon the "green cloth," surrounded by
his familiars, or strips his brawny chest
p!eparatory to his trial , of prowess in the
ring, tinning Wide to denounce Horace
Greeley, or Senator Harlan, or Mr. - Pcs-

of the peace, wild.eyed, blood thirsty
I Jacobins or adventurers! Mr. DI. has
not yet taken that position on the floor of
the Home, but I can see that be folly
sympathizes with Dir. Brooks when that
gentleman expresses his views as to the
dangers of the -situation and the terrible
intentions of the., party of the Jacobins
above named.
But Mr. Brooks is an op ponent not to
be despised. He bss learning, industry,
intelligence, a constituency who ask no
q uestions for conscience sake. lie
abounds in 110ratiall maxims ; In quota
tions from. Plato .or Socrates, the "bet.
ter Frenchmen," like. Chsteaubriand or
Rosseau. These all have said wise and
charming things which segregated serve
admirably

although their ghrsts doubtless shudder
as they see to what vile uses their earth
