The main question will be put, Shall consoli dation stand or fall? If a majority of the qualified electors residing within the proposed boundaries, accept the bill, that will be the end of the matter. This movement is certainly deserving of serious consideration. In two or three of the State Legislatures into which proposals for granting suf. frago to, the blacks have been introduced there has not only been hesitancy, but actual refusal. . In the PennsylvaniO Legislature no movement has been made looking to a change in the Const*tion in this par ticular, and for the plain reason that by the words of the organic law it is nut permissible this year.
