The proposed change in governmental organizatiem will not add tothe offensive or defensive strengths of the provinces. The Confederation scheme was not devised to meet a want felt by the inhah- Banta - -isf - tho provinces or to gratify a . demand proceeding from them. They were riot consulted. Had 'they been, their protest against it would have ap prbached to something like - unanimity.
