Recently we ventured some animad.
versions upon the 'import of Hr. Banks,
of lifameschnsetts, and. Mr. Raymond, of
New York, in the House of Represents-
lives, touching Gris projected organiza
tion Of the Canadian Viseroyalty. How
men of sense and intelligence could re
gard that liscasure as menacing, as
designed to menace, the security ,of the
Government or people of this Republic;
it was impossible for us to conceive. It
has been evident, for years past, to all
observers_ of ordinary circumspection,
that; its Airierican provincia not only in
volved,CirMit Britain in onerous expert=
ilitti7s, but were; in addition, a seams
of constant perplazityand annoyance.-
These impressions have since been
confirmed' in as by intercourse with
Americus criftensresident in the British
prdrlncei; tinder cirenessiances affording
them ihmorable opportunities for ascer
taining popular sentiment, and for de.
testing the motives and purposes of the
- Government:
The Confederation scheme did not
have its inception in unfriendliness to.
wards this country. It was not con
ceived as a threat, like the French inva
sion of 31. - eca, With an imperial regime
issuingthrissefrom. It *piticeeded rather
from a desire on the part of the Homo
Government to get, rid of the expense
and responsibility _attending close con
nection with these colonies. The inten
tion is to throw the Confcamtion mea
surably; if not altogether, upon its own
resources, Compelling the inhabitants to
shape their own destiny, and provide for
thelsowri hereafter. • .
The proposed change in governmental
organizatiem will not add tothe offensive
or defensive strengths of the provinces.
Indeed, there are reasons for apprehend
ing that the change will tend rather to
weakness than to augmented power.
The Confederation scheme was not
devised to meet a want felt by the inhah-
Banta - -isf - tho provinces or to gratify a .
demand proceeding from them. They
were riot consulted. Had 'they been,
their protest against it would have ap
prbached to something like - unanimity.
The schema was hatched by the royal
• goieinineet, and, so ;far, has been sus
twined; on this side of the Atlantic, all
most exclusively by men holding office
• under it, and those over whom they exert
a controlling -influence. The popular
opposition is so violent that there will be
great difilculty in laving the plan adop
ted, and its inauguration will be atten
dedwifts much discontent. A powerful
party ,
ready to go to any ex.
treme in order to frustrate it; and this
; party .will increase in numbers and re
soirces rhea the apprehension ofFenlari
raids shall subside.
The completeness with which the peo
plp have been ignored La this matter,
furnisEes an effective argument to those
who are really desirous of annexation to*
the United. States. The immense pro
gress made on -this side of the border,
during the last few years, has contribu
ted to the same result. All we have to
do. is. to wait the natural course of
events.

Last Thursday it became evident that
the bill to increase 6e-capital stock of
the Pennsylvania Railroad Company,
which the Governor 'lliad vetoed, could
not be' Tressed -in 'defence thereof. In
the efternocin another bill, was Intro
duced into the Lectisiature embodying
encxlifiCadons so as to relieve entirely the
objections raised to the former one; and
this new bill passed both Houses before
adjournment and was -approved by the
lievenior. Late in the evening mislead
. ins; telegraphic dispatches, in reference
to this matter, were sent to all the news
patient-of this city, and were published
on Friday morning. On Friday after
noon other dispatches; equally wild and
deceiving; were Trablithed In the Chroni
cle. On Saturday morning' the GAZETTE
dirpatches from HarrisiTrg presented
fully all the facts in the case, relieving
its 'eiders completely trete misapprehen
sion.' On-.lfenday morning - --foar days
• after the transaction—the Commercial
Jimmied to find ont what had been done,
and to 'let - its 'reedit"' know.. 'All this
while - it had sat the head of its columns
thehittinding boast that "the Commercial
is the only paper in Pittsburgh that uses
the telegraph freely." A. simple special
. telegram to Harrisburg, and the reply
thereto, enabled ALS promptly to correct
the errors which were in circulation;

Mr. Stevens , doubtless never entered
into bsrgains for place or power to his
life, and yet there - he sits the acknowl
edged leader el the House, because wor
thy- to be When he speaks, the
man of thought, learning, philosophy,
statesmanship hears the deductions. of a
ripe experience; gathers the rich results
of careful culture; the wise generaliza
tions of a, powerful naiad which can
winnow as by, magic the wheat from the
chaff, and apply the wisdom of the ages
to the living, moving times.' I think
matiy, men have an- erroneous idea re
garding Mr. Stevens. He is by many
held to be a harsh and oilier cynic: a
man of power and genies it is true, but
a cruel and vindictive man. This [hold
to be all wrong. There is, it is true, a
mawkish 'sensibility, quite in vogue,
with which he does not sympathize. He
does not see why Congress should vote a
million dollars to men who are
raising full purses as gifts to
the " stern statesman" at Fortress

dier's widow and orphan in oar midst;
no man readier than he to apply the
great rules of justice to the nation's case,
viz: make those who made the cripples,
the orphans and the widows, all over the
