brought forward to increase the capital

Pennsylvania Railroad EMnpany, with
out consulting the wishes or rights of

the stockholders, to any extent the
Directors may hereafter see fit. Now
there is no valid objection to increasing
the stock of this Company to any defin
ite sum desirable for perfecting track and
augmenting facilities, but there are the
strongest reasons why a companY should
not be arrned with unlimited power, as
well as why Directors should not be
made supreme, in any particular, over
the constituency. In these _particulars
the hill was not only unontulous, but of
dangerous tendency. Liberality should
be the rule towards all railroad enter
prises, old or new; but this altogether
surpasses toleration or endurance.
In discussieg, a few days ago,
Relations of Pennsylvania to the. Great

bill were-not in our mind; We viewed
'the bill simply as a means of giving to

worse than this. No assurance is given,
or can be afforded, that the individuals
now suffering at the South are properly
-answerable for the enormities justly
coniplained. of. It is not clear that all
of them were even resident in the
Southern States during the war. Many
since have gone hither from the North"
or from Europe. Not a few of them
may have been, and doubtless were,
loyal all through the great struggle. At
all events, the rebellion is suppressed.
The masses of the -Southern people are
no longer public enemies, but fellow-vii-
izens. It is neither humane nor patriotic
to foster old enmities, or to implant
fresh causes of alienation. They arc
true statesmen, who, not forgetting the
put, so control their resentments as to
rebuild again the fonndations of the
Union with the cement of mutual help
fulness.
