the primitive supply of bark shall be

as though the structure was altogether of
wood. Generally the walls are so thin
that when the wood-work, and the com
bustible goods, become 'thoroughly igni
ted, they' oppose weak resistance to the
spread of the flames into •adjoining

What the Insurance Companies ought
to do is to graduate their charges fairly,
according to the different aorta of risks,
making each carry its own burdens.
The tendency of this discrimination,
which is just in itself,. would be to im
prove the quality of the buildings in
which It& larger risks ,are necessarily
located, and so lessen losses by tire. •
